- This is a notice of the Government's intent to award/ negotiate on a sole source basis with Energy Systems Group for maintenance and repair services of the government-owned commercial laundry operations located in Bldg. 205, at the James H. Quillen VA Medical Center, in Mountain Home, TN (VAMC). An extensive list of specialized contractor furnished tools is required for contract performance in accordance with the solicitation terms and conditions. The VAMC Mountain Home laundry operations are used to perform laundry services for Asheville and Salisbury, North Carolina VAMCs, as well as Mountain Home. The safe and efficient twenty-four (24) hour operation of facility equipment is critical for the VA's patients and medical community. All services will be performed on the commercial laundry equipment located on-site at the James H. Quillen VA Medical Center, Building 205, Mountain Home, TN. Energy Systems Group provides steam and chilled water for VAMC Mountain Home through a lease arrangement with the VA corporate office and has provided laundry facility maintenance and repair services in the past. A determination by the Government to procure these services sole source is based in part upon industry's response to the sources sought advertisement for this requirement which posted FedBizOpps on 14 December 2007. Further, determination by the Government is also based on the fact that award to any other source would likely result in substantial duplication of costs to the government that is not expected to be recovered through competition, and would result in unacceptable delays in fulfilling the agency's requirement. Written responses to this synopsis must contain sufficient documentation to establish a bona fide capability to fulfill this requirement.
