Description
THIS IS NOT A REQUEST FOR PROPOSAL & NO MATERIAL WILL BE ISSUED AND NO SOLICITATION PACKAGE OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. Atlanta VA Medical Center (VAMC) is seeking a qualified Architect/Engineering (A/E) firm with specialty and/or experiences working with the VA health care facilities to provide a complete A/E design for Project 508-08-108 Correct Inpatient Mental Health Ward. Work shall include A/E shall be responsible to perform investigative work, prepare cost estimates, prepare the construction bid documents, perform construction period services, & conduct site visits. A/E shall provide all architectural and engineering services as defined to accomplish complete contract drawings, specifications, technical reports and cost estimates to redesign the 4th floor Inpatient Mental Health Unit to include the HVAC system on the PICU unit, based upon the approved Schematics and other program materials furnished by the VA. A/E shall ascertain the requirements of this phase of the work to comply with the MHEOCC to be furnished to the A/E by the VA. A/E shall redesign the HVAC system in the PICU and bring the system into compliance with all applicable codes and requirements. The A/E shall be responsible for the professional quality and technical accuracy of all of the documents it prepares, and a design narrative/analysis, calculations and edited VA specifications in accordance with professional standard practices. A/E shall also outline the phasing requirements for the project. These phasing requirements shall describe the general sequence of the project work, estimated project duration, and what government constraints will exist that will influence the Contractor's approach to the construction project. The A/E shall be responsible for recording the phasing requirements. In an effort to reduce construction change orders due to design errors and omissions, the A/E shall develop, execute, and demonstrate that the project plans and specifications have gone through a rigorous review and coordination effort, which shall incude submitting a detailed QA/QC plan describing each step that will be taken during the development of the various phases of design. Work will require civil structural, architectural, electrical, and mechanical investigative work of existing systems necessary to insure the accuracy of your design, and prepare any measured drawings of existing systems or facility required to insure the accuracy of your design. All work is to be performed at the VAMC, 1670 Clairmont Rd, Decatur, GA. This procurement is 100% set aside for service-disabled veteran-owned small business concern (SDVOSB). The NAICS Code for this acquisition is 541310 - Architectural Services and the applicable Small Business Size Standard is not more than $4.0 million dollars average annual gross revenues for the past three fiscal years. All work shall comply with current VA Master Specifications and Standard Details. A/E is also required to submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/ The A/E selection criteria shall include: 1) professional qualifications 2) specialized experience & technical competence of A-E firm w/similar type projects; 3) past performance on contracts with VA, other Government agencies, & hospitals; 4) geographical location of A-E firm; 5) experience & roles of key design personnel, specifically on related projects; 6) cost control & estimating effectiveness; 7) CAD capability; & 8) professional capacity of the firm to accomplish proposed work within scheduled timeframes. EST construction cost between $250,000 & $500,000. Award is subject to availability of finds. Notes 24 & 29 apply.
