Description

DESC: Proposed contract is Solicited as a Full and Open Competitive procurement with a 20% Small Business Set-Aside utilizing best value criteria. The item to procure is the M2 .50 Caliber Flex Machine Gun (MG), NSN 1005-00-322-9715, Part Number 8401 485, in accordance with TDPL Number 8401485. Solicitation will result in the award of up to two Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with four ordering periods. Guaranteed minimum requirements are approximately 3,200 each M2 Machine G uns with a potential contract maximum quantity of 40,000 each. A First Article Test is required. FOB is Origin. Offerors must have adequate production capability and must also have a safe and secure storage area to store at least 600 M2 Machine Guns. The M2 Machine Gun is a sensitive Category II item and the .50 cal ammunition is Category IV. Any contract for these items will require security protective measures in accordance with DoD Regulation 5100.76-M, dated 12 Aug 2002, Physical Security of Sensitiv e Conventional Arms, Ammunition, and Explosives (AA&E), MIL-H-2918113, dated 10 May 1994, Military Specifications and the Defense Investigative Service (DIS) Regulation 31-1-M, Dated August 1991, Arms, Ammunition, and Explosives (AA&E) Operating Manual. F ederal Regulatory licenses are required which include but are not limited to the BATFE license. Estimated issue date is 31 January 2008. The response date listed is an ESTIMATE ONLY. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: https://aais.ria.army.mil/aais/SOLINFO/index.htm. CAUTION: Th is solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to period ically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposa l non-responsive and result in the rejection of same.
