Description
NOAA?s Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Intelsat General Corporation of Bethesda, MD for non-preemptible, continuous satellite service with 3.5 MHz of bandwidth at Ku-band for a transatlantic link including both East to West and West to East. The sole source determination is based on the National Institute of Standards and Technology?s (NIST) requirement for satellite service for international time coordination with it?s 12 European Partner Laboratories for time and frequency transfer to distribute precision time and frequency information among national timing laboratories throughout the word. The satellite service is shared with the European partners and it is not possible to move this service to another provider. The service is for 3.5 MHz of bandwidth at Ku-band for a transatlantic link including both East to West and West and East with 3 transponders. The coverage must include Boulder Colorado and Washington DC in North America and areas in Europe including the United Kingdom, Poland, Sweden, Spain and Italy. Ku-band Europe to Europe service must also be available on the same satellite. The provider must be able to demonstrate a time transfer stability of 100 picoseconds with one day of averaging using the Two-Way Satellite Time and Frequency Transfer (TWSTFT) technique as measured with the standard statistic of Time Deviation (TDEV). The provider must also demonstrate a long-term time transfer accuracy of 1 nanosecond. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government?s requirements as stated above may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
