- The Social Security Administration (SSA) intends to issue a solicitation restricted exclusively to HUBZone small business concerns for phase-out, phase-in and full Armed Guard and Security Services at SSA's existing Southeastern Program Service Center (SPESC) Building, 2001 12th Avenue North, Birmingham, Alabama 35285 location and SSA's newly constructed eight-story Birmingham Center located at 1200 8th Avenue North, Birmingham, Alabama 35285. The contractor shall furnish all management, supervision, qualified guard force personnel, materials, equipment, and transportation as required. Security clearances will be required in the performance of this work. SSA is scheduled to transition out of the SEPSC Building commencing February 1, 2008 and to fully vacate by July 31, 2008. The contractor shall provide phase-out armed guard/security services for performance from February 1, 2008 through July 31, 2008. Phased transition into the Birmingham Center is scheduled to commence on February 1, 2008 and will be fully operational by July 31, 2008. The contractor shall provide phase-in armed guard/security services for performance from February 1, 2008 through June 30, 2008 and full service from July 1, 2008 through December 31, 2008. The SEPSC building is a concrete/steel structure consisting of total twelve floors. There are two employee entrance points on the lower level at the northwest and southeast corners of the building with a separate warehouse loading dock entry point on the south side for deliveries only. There are two employee only entrance points on the northwest and southeast corners of the upper level. The main entrance for visitors to the core building only is located on the north side of the upper level. The core facility is not open to the general public and accommodates the Regional Program Service Center, with various local and regional components that are a part of the Social Service Administration. The current estimate of the employee population is 1600-1700 employees including various groups of contract personnel. The Birmingham Center has 18 posts, three of which the contractor must provide services 24 hours a day inclusive of holidays and weekends. There are three separate employee/public building entrance locations with a separate warehouse loading dock entry point for deliveries only. The core facility is not open to the general public. A separate portion of the building is dedicated to a childcare facility. A portion of the facility is open to the public. A separate five level concrete/steel parking deck to accommodate 1800 +/- vehicles is located on the west side of the property. Approximately 2,100-2,200 SSA and contractor personnel will occupy the building. This acquisition will be conducted in accordance with the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation. SSA anticipates that this competition, restricted exclusively to HUBZone small business concerns, will result in the award of one Firm Fixed Price contract with a base year and two option years. The performance period for this effort is anticipated to begin on January 1, 2008. Any additional information and documents on this requirement will be posted to FedBizOpps (www.fbo.gov). Potential Offerors are responsible for monitoring the FedBizOpps site for release of this solicitation, amendments and all other documents relative to this solicitation. Requests for paper copies will not be honored. Prospective contractors must be registered in the Central Contractor Registration (CCR) https://www.bpn.gov/CCR/scripts/index.html database prior to award of any contract. SSA anticipates release of the solicitation (SSA-RFP-08-1010) within the week of October 22, 2007. A site visit is tentatively scheduled for November 6, 2007. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. All questions must be submitted in writing via e-mail to bridget.hamel@ssa.gov. The Interested Vendors List (IVL) has been enabled for this solicitation. Vendors are encouraged to register their interest in this solicitation. Using the IVL will: 1) Provide interested parties with automatic notice of solicitation amendments; 2) Provide information to the Contract Specialist; and 3) Enable the Contract Specialist to publish a listing of the interested vendors through FedBizOpps to facilitate vendor collaboration for subcontracting opportunities, joint ventures, etc. No other listing of interested vendors will be created or be available for release.
