Description
NASA/NSSC has a requirement for a training course entitled ?MATLAB Fundamentals & Programming Techniques" and "Simulink for Dynamic System Modeling?. The objective of this course is to provide specialized training for technical personnel at NASA's Langley Research Center on the MATLAB and Simulink software products. The course shall include: an introduction to the MATLAB technical computing environment, themes of data analysis, visualization, programming techniques for aerospace applications, algorithm modeling, design validation, applying basic modeling techniques, and tools for developing Simulink block diagrams. The vendor shall be responsible for providing all necessary training materials to include: software, training manuals, and textbooks. The vendor shall conduct a four day course consisting of a two day session on "MATLAB Fundamentals & Programming Techniques for Aerospace Applications" and a two day session on "Simulink for Dynamic System Modeling". Training shall be held at NASA?s Langley Research Center on March 4-7, 2008. NASA/NSSC intends to purchase the training course from The Mathworks, Inc. 3 Apple Hill Drive, Natick, MA 01760. Pursuant to FAR 13.106, the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1) This is an existing commercial course that meets the needs of NASA without need for further modification or tailoring; 2) The MATLAB and Simulink software products were developed by the vendor and the vendor conducts this training using a cadre of its engineering staff; 3) The vendor?s unique knowledge of the software products coupled with its extensive course offerings and training experience provides NASA with a cost-effective, timely, training solution that can not be readily duplicated by any other source within the timelines required. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 25, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
