Description
1. This is a Request for Information (RFI) for a MICH (ACH) Product Improved (PIP) helmet shell. The Program Manager for SOF Survival Systems (PM-SSS) is looking for potentially up to three (3) different helmet shells addressing the following req uirements: o TYPE I&..A lighter ballistic shell than the current MICH (ACH) but with the same fragmentation and hand gun (9mm) protection as the current shell o TYPE II &..A ballistic shell with the same weight as the current MICH (ACH) shell but wi th an increase in fragmentation and hand gun (9mm) protection o TYPE III&..A heavier ballistic shell than the current MICH (ACH) shell but with an increase in both fragmentation and hand gun (7.62mm) protection 2. In each type helmet listed above , the shell being looked for must have the same edge cut, geometry and profile as the standard MICH (ACH) shell as objective and must use the Team Wendy/NIB suspension pads (size 3/4 inch) and standard Velcro attachment method and the Ops-Core (Artisent) Head-Loc H style chinstrap. Helmets which are not of this geometry or contain alternate suspension/retention systems are of interest to USSOCOM and vendors are encouraged to submit these items as well for informational purposes only. It is PM-SSSs int ent to find three (3) helmets that are in a Commercial Item phase, Commercial-off-the-Shelf phase, and/or Non-Commercial (but post Research and Development Phase) Non- Developmental Item (NDI). Items which are in the NDI phase at the time of this Market S urvey must be considered commercial items at the time of RFP release in order to be considered. Vendors may submit information on one, two, or all shells requested. 3. PM-SSS is trying to identify interested vendors, and compile pricing information with which we can program funding and plan an acquisition strategy. The governments tentative plan is to release a Request for Proposals (RFP) following an acquisition commercial purchase approach sometime during the second quarter FY08 4. The in formation PM-SSS is looking for includes: o A description of your helmet(s), which must include technical specifications, estimated timeline for completion (if NDI), description of modifications (if modifying an existing helmet). o Describe the speci fic performance of your helmet to include fragmentation protection V50s for the 2 grain, 4 grain, 16 grain and 64 grain, Right Circular Cylinder (RCC) and the 17 grain Fragment Simulating Projectile (FSP) o Describe the specific performance of your hel met to include hand gun protection specifically: 9mm V50s and/or V0s along with backface deformations and 7.62mm V50s and/or V0s and at what velocity (muzzle or a specific standoff). Also, please include specific details regarding the type of 9mm and 7.62mm bullet used in your test data. o Cost per helmet, delivery time based on the purchase of the 10 each helmets, and shipping to zip code 01760. o Indicate whether your company is a small or large business 5. All interested firms, rega rdless of size, are encouraged to respond to this RFI by submitting product literature, technical specifications, pertinent test data, cost, material safety data sheets (if applicable), product availability, and comments on helmet shell ballistic performan ce. Responders must provide a response NLT 15 January 2008. Please only submit information on helmets that are currently commercially available or helmets that are in development and will be available for purchase and delivery sometime within the 2nd or 3rd QTR 2008. Helmets must be production representative. Helmets must comply with the Buy American Act and the Berry Amendment. Proprietary information will not be disclosed outside the US Government. The Government will not pay for informati on and materials received in response to this RFI and is in no way obligated by the information received. Inclusion in this RFI or the resulting database does not constitute US Special Operation Command (USSOCOM) approval for any helmet.
