Description
This announcement will be issued as a Request for Proposal (RFP) with anticipated award of a Firm Fixed Price contract to include a labor hour CLIN for hours over and above the normal workday incurred for mission essential work and a reimbursable travel CLIN. Award will be based on the Best Value to the Government. Evaluation will consist of Past Performance, Technical Capability, Management Approach and Cost/Price. The solicitation shall incorporate provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-21; Defense Change Notice (DCN) 20071207 edition; and Air Force Acquisition Circular (AFAC) 2007-0823 edition. This acquisition is to be set aside 100% for 8(a) Competitive. The North American Industry Classification System (NAICS) code is 541512. The small business size standard for this code is $23M. REQUIREMENT DESCRIPTION: This acquisition is for non-personal services to provide in-depth Information Technology support and services in the execution and support of plans and procedures in the sustainment/implementation of the Department of Defense (DoD) Standard Procurement System (SPS) and/or any future contract writing system tested or adopted by Air Force Contracting sites. This support will focus on, but not be limited to, supporting the sustainment/implementation and integration of SPS into the existing Air Force/DoD contracting environment as described in the SPS Air Force Contracting of e-Business Procedures (AFCEP) and Continuity of Operations Plan (COOP). Contractor will provide leading edge information systems technical and functional support related to the implementation/sustainment of SPS throughout the Air Force/Select DoD Contracting community. The initial anticipated performance period is from date of award through 9 months plus four one-year options. Options may be exercised unilaterally by the Government. The contractor shall develop a Performance Work Statement (PWS) from the provided Statement of Objectives (SOO) dated 28 Dec 2007. The contractor's performance shall be in accordance with standards outlined in the accepted/approved Performance Work Statement and with all applicable federal, state, and local laws and regulations. IMPORTANT NOTICES: Submission of the RFP must be in accordance with the solicitation instructions. If applicable, ALL Amendments must be acknowledged.
