Description
Description: The Portland VA Medical Center intends to solicit and negotiate on a sole source basis with Ethicon Johnson & Johnson for the following requirement: three Gen 04 Harmonic Generator 300, three CRT01 Cart for Harmonic Generator 300, three FSW01 Foot Switch and Cable and HP054 Gray Hand pieces. The estimated amount of this procurement is $26,778.40. In accordance with FAR part 6.302-2 this procurement is an urgent and compelling requirement for Harmonic Scalpel System for the Ultrasonic dissection and ligation of tissue for the department of surgery of the Operative Care division of the PVAMC. This device; used by General, Urologic, and Gynecologic Surgeons; is introduced through small diameter cannulas to coagulate and cut tissue in a pressurized, Carbon Dioxide rich, atmosphere, using Ultrasonic energy. All parts passing through the abdominal wall must be disposable for infection control purposes. The parts that penetrate the abdominal wall must be available in a wide selection for diameters and angles. It must use ultrasonic, not Bipolar electrical energy, to perform its functions. Included in this requirement is: No electricity to be passed through the patient's body, must seal blood vessels up to and including 5mm and must seal lymphatic vessels. It is in the best interest of the government to procure this system to prevent any unsafe surgical infection control issues for the Laparoscopic and minimally invasive surgeries for patient care. Without immediate procurement safety standards all minimally invasive procedures are compromised and a backlog of patient procedures will increase possible negative outcomes. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
