Description
This is not a request for competitive proposals. The Department of Homeland Security (DHS), OPO Science & Technology (S&T) Acquisition Division, intends to award a sole source contract to Halcyon Products for 200 EA of a unique type of compass, inclusive of testing with first responders throughout the United States. The Fire Ground Compass (FGC) is an adjustable directional tool which aligns the compass' cardinal directions with the International Association of Fire Fighters' recognized markings (A, B, C and D). The FGC, with its unique reference point technology, helps orient firefighters and prevents them from becoming lost in dangerous environments. It is also uniquely designed to be easily grasp and read by firefighters while wearing personal protective equipment. Halcyon is the Original Equipment Manufacturer under a pending patent with the U.S. Patent and Trademark Office. The period of performance for this contracting action is six months from date of award. Sources may identify their interest and capability by submitting a response for this technical requirement via e-mail to the Government's point of contact at Elizabeth.Moya@dhs.gov. Information received in response to this notice will normally be considered only for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Responses received will become Government property and will remain with the official contract file. Interested sources have until the specified response date to reply. Numbered Note 22 applies.
