- The U.S. Department of Energy???s National Energy Technology Laboratory (NETL) in Morgantown, WV, is publishing this Synopsis/Solicitation (request for price quotation) in accordance with FAR 5.203 (publicizing contract actions) and FAR 13.105. (simplified acquisitions) and FAR 12.603 (solicitation for commercial item). This Synopsis/Solicitation (RFQ) is to request a price quotation for the purchase of a PEM Fuel Cell Test Station. A list of specifications are in Attachment A. Attachment A: Specifications of PEM Fuel Cell Test Station. Attachment B: Pertinent clauses which apply to all offerors. Attachment C: Fax cover sheet for all quotations, information requested on form must be submitted by all offerors. This form must be included with your bid. Attachment D: FAR Clause 52.212-5. INFO SHEET #1 AND #2 ??? These are information sheets that pertain to Attachment B. Read these carefully as the www.ccr.gov registration is mandatory to receive an award under this solicitation. All questions pertaining to the specifications must be submitted in writing to the email address below. No questions will be answered over the phone.
