- THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR PROPOSAL (RFP) DOCUMENT. THE RFP/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. PROPOSALS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The U. S. Coast Guard requires the services of two field service representatives in support of the Mission System Pallet on MPA aircraft for a period of 1 year. One representative will be permanently based at USCG Aircraft Repair and Supply Center Elizabeth City, NC. The other representative will be permanently based at USCG Aviation Training Center Mobile, AL for one year. The contractor shall provide the services of a Field Service Representatives trained and experienced in operating and maintaining the mission system installed in the MPA by the Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) program of the IDS. The scope of this effort includes the support of all mission system hardware and software products and the associated electrical/electronic/mechanical interfaces to the aircraft, communications, avionics and sensor equipment, including Electro-Optical/Infrared (EO/IR) sensor, multi-mode radar (MMR), Automatic Identification System (AIS), and electronic support measures (ESM). The mission system that will be supported does not include sensor equipment or communications equipment affixed to the air frame. This contract action is for services for which the Government intends to solicit and negotiate with the MSP Original Equipment Manufacturer?s (OEM?s), Lockheed Martin, 199 Borton Landing Road, PO Box 1027, Bldg 770-3, Moorestown, NJ 08057-0927 in accordance with FAR 6.302-1. The necessary drawings, specifications, service bulletins, manuals, and repair/overhaul for the MSP are proprietary to the OEM and not otherwise available to the Coast Guard through any other source. Request for this solicitation must be in writing addressed to: U.S. Coast Guard, Aircraft Repair and Supply Center, Attn: Contracting Officer, MRS division, Bldg 19, Elizabeth City, NC, 27909-5001. Telephone requests will not be honored. All responsible sources may submit an offer that will be considered by the agency. Anticipated effective date is no later than May 1, 2008. Solicitation release date is anticipated to be Feb 1, 2008 and proposals must be received by Feb 28, 2008, 4:00 p.m., Eastern Time. Facsimile offers are acceptable and may be forwarded to 252-384-7309. Offers may be submitted on company letterhead stationery indicating the price and extended price, FOB point; payment terms and any discount offered for prompt payment, the business size standard and any minority classification; delivery date, and Representation and Certifications.
