- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This solicitation will be evaluated and awarded per the prescribed procedures of FAR Part 13, Simplified Acquisition Procedures. The solicitation number for this procurement is FA4803-08-Q-A054 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-21, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 2007-1108 and Air Force Acquisition Circular (AFAC) 2007-0823. The North American Industry Classification System code for this acquisition is 423430. Size Standards in Number of Employees for this solicitation is 100 employees. This acquisition is a 100 percent Service-Disabled Veteran-owned Small Business Set-Aside, offerors received from other than Service-Disabled Veteran-owned Small Business will not be considered. This is firm-fixed price procurement and will be procured using commercial item procedures and award selection will be made based on best overall value. Requirement is for License Renewal/Tech Refresh for the following Contract Line Items (CLINS); CLIN 0001, 96 each, SecureSupport Direct, Sidewinder Appliance, Model 2150, 12 Months, Part Number SWTS-SPRD-2150-12-A; CLIN 0002, 96 each, Sidewinder G2 Security Appliance, Model 2150 D, Upgrade from any unlimited multiple processor systems: Sidewinder Software, Appliance or Gauntlet, Part Number SW61-AP-UP-2150D-C; CLIN 0003, one (1) each, SecureSupport Direct, Sidewinder G2 Entr Mngr, 10 Firewalls, 12 Months, Part Number EMTS-SPRD-10-12, CLIN 0004, one (1) each, Sidewinder G2 Enterprise Manager Appliance, Model 10 E, 1U Part Number EM61-AP-10E-8, CLIN 0005, two (2) each, SecureSupport Direct, Sidewinder G2 Entr Mngr, UNL Firewalls, 12 Months, Part Number EMTS-SPRD-UL-12, CLIN 0006, two (2) each, SecureSupport Direct, Sidewinder G2 Entr Mngr, UNL Firewalls, Standby, 12 Mon, Part Number EMTS-SPRD-UL-SBY-12, CLIN 0007, two (2) each, Sidewinder G2 Enterprise Manager Appliance, Model UL E, 2U, Part Number EM61-AP-ULE-8, CLIN 0008, two (2) each, Sidewinder G2 Enterprise Manager Appliance, Standby, Model UL E, 2U, 12 months, Part Number EM61-AP-SBY-ULE-8. Renewal period is to be effect 1 January 2008 through 31 December 2008. The RFQ's submitted shall contain the following information: RFQ number, time specified for receipt of offers, name, address, telephone number of offeror, terms of the expressed warranty, price, any discount terms and acknowledgement of all solicitation amendments (if applicable). Quote shall also contain all other documentation specified herein. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Additionally, offorers must be "Federal Authorized Resellers" of the manufacturer "Secure Computing". Offer must submit documentation with proposal indicating their partnership with Secure Computing. Period of Acceptance for Offerors: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is stated in an addendum to the solicitation. Late offers: Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will be handled in accordance with FAR 52.212-1(f). The following FAR clauses and provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items. Evaluation/Award: IAW FAR 52.212-2, Evaluation-Commercial Items applies to this acquisition. The Government will award a single contract resulting from this solicitation to the responsive responsible offeror whose quote conforms to the solicitation and will be most advantageous to the government, price and other factors considered.
