GENERAL DESCRIPTION: POUCH IS DESIGNED TO HOLD CERTAIN ACCESSORIES BY THE MEANS OF ELASTIC STRIPS THAT ARE PERMANENTLY ATTACHED TO THE POUCH. POUCH CAN BE FOLDED AND SECURED BY THE MEANS OF HOOK & LOOP VELCRO STRIPS. WHEN NECESSARY, POUCH CAN BE ATTACHED TO THE WALL OR OTHER FLAT SURFACE BY THE MEANS OF SELF ADHESIVE STRIPS LOCATED ON THE BACK. NOMINAL DIMENSIONS: 14.8 WIDE X 14.0 LONG OVERALL (UNFOLDED) COLOR: BLACK OVERALL (ALL PARTS) MATERIAL: TRIPLE LAMINATED VINYL OVERALL SHEET THICKNESS: 0.020 ELASTIC STRAPS (8 TOTAL): POUCH SHALL CONTAIN EIGHT ELASTIC STRAPS DESIGNED TO HOLD ACCESSORIES. EASH STRAP SHALL BE MADE OF ELASTIC NYLON AND SHALL BE ABLE TO STRETCH NOT LESS THAN 200% OF THE ORIGINAL LENGTH WITHOUT BRAKING, TEARING OR CRACKING. STRAPS SHALL BE ATTACHED TO THE POUCH BY BLACK STITCHES IN ACCORDANCE WITH INDUSTRY STANDARDS. EACH ELASTIC STRAP SHALL BE RAISED TO PROVIDE A HALF ( ) CIRLE CIRCUMFERENCE TO ACCOMMODATE ROUND SHAPED ACCESSORIES. (SEE FIG.3 FOR GENERAL ILLUSTRATION) LONG VELCRO STRAPS (2 TOTAL): POUCH SHALL CONTAIN TWO LONG BACK TO BACK NYLON VELCRO FASTENERS OF THE HOOK & LOOP TYPE IN ACCORDANCE WITH INDUSTRY STANDARDS. THESE STRAPS ARE DESIGNED FOR CLOSURE OF THE POUCH WHEN POUCH IS FOLDED FOR BACK TO BACK FASTENING. SHORT VELCRO STRAPS & ADHESIVE: POUCH SHALL CONTAIN TWO SETS OF NYLON VELCRO HOOK & LOOP FASTENERS WITH PRESSURE SENSITIVE ADHESIVE BACKING AND LINER FOR ATTACHING THE POUCH TO THE WALL OR OTHER SURFACE. THE TWO HOOK TYPE VELCROS SHALL BE PERMANENTLY ATTACHED TO THE POUCH. THE OTHER TWO LOOP TYPE VELCROS SHALL BE LOCKED WITH THE HOOK TYPE VELCROS, AND SHALL CONTAIN AN ADHESIVE ON THE OTHER SIDE WITH THE LINERS PROTECTORS. WORKMANSHIP: Each pouch shall be uniformly fabricated in accordance with good commercial practice, and be free from cracks, cuts, holes, chafed spots, or other defects which impair its usefulness. The material shall be free from dirt, contamination, mold release compounds, or other foreign matter. FIRST ARTICLE INSPECTION: First article inspection is required once in the beginning of the contract. It is also required during the contract, if there is a change in the manufacturing process, materials, or both. No other inspections are necessary for the duration of the contract, unless otherwise specified by the Contracting officer. Certificates of conformance are acceptable, unless otherwise specified by the Contracting officer. The Government reserves the right to inspect the product at any time, and to verify the validity of the certification. PACKAGING/PACKING PACKAGING/PACKING: Each item shall be packaged in accordance with normal commercial practice and packed to assure acceptance by common carrier and to provide product protection against loss or damage during multiple shipments, handling and storage. The shipping container shall be in compliance with the National Motor Freight Classification and the Uniform Freight Classification, and shall not be more than 51 pounds in weight. MARKING For civilian destinations - In accordance with FED-STD-123G, dated June 6, 1997. For military destinations - In accordance with MIL-STD-129P, dated December 15, 2002, and Change 3, dated October 29, 2004. Bar code marking shall be included for both civilian and military destinations. PALLETIZATION IN ACCORDANCE WITH PALLETIZATION REQUIREMENT, DATED 8/15/2004, UNLESS OTHERWISE INDICATED IN THE CONTRACT OR PURCHASE ORDER. PCM Regulatory Requirements: The offerer/contractor is encouraged to use recovered materials to the maximum extent practicable in accordance with paragraph 23.403 of the Federal Acquisition Regulations (FAR).
