Description
PRE-SOLICITATION NOTICE: Marine Corps Systems Command (MARCORSYSCOM) is releasing this synopsis as it is planning to issue a Draft Request for Proposal (DRFP) M67854-08-R-1040 on 08 Jan 2008. The DRFP will be for the procurement of a demonstration of potential-candidate models from industry for the Mission Payload Module ? Non-Lethal Weapons System (MPM-NLWS). This is a pre-solicitation notice only. It is not the intention of the Government to enter into a contract based on this notice or to otherwise pay for information that is submitted. If the Government decides to contract for this effort, it will issue a Final RFP on or about the date identified in the synopsis. This will be a full and open competition acquisition and the Government intends to award a cost plus fixed-fee, type contract. Description of services: The contractor shall furnish all personnel, equipment, tools, materials, supervision and all other items and services that are required to deliver and demonstrate one model for government evaluation. The contractor?s product shall be fully functional so that the Government may evaluate a system that satisfies as many of the requirements of the Performance Specification as can be met at this time. The awardee shall demonstrate its candidate system to the Government in the scenarios provided. The contractor shall perform in accordance with the standards outlined in the Statement of Work, Performance Specification and the Market Research Demonstration Test Outline as posted with the solicitation. The Government intends to make one or more awards on or about 01 April 2008 with the demonstrations beginning on or about 1 July 08. The Government plans to use the Internet and email as the primary means of disseminating and exchanging any information concerning this requirement. The draft solicitation includes the Solicitation, Performance Specification, and MRD Test Outline, which are posted in conjunction with this no tice. Interested parties should thoroughly read and review the docume nts posted on Fed Biz Ops and provide any comments via e-mail to this office. All comments and questions for this DRFP shall be submitted on or before 18 January, 2008 by 4:30 PM (EST). Interested Offerors shall submit their comments and questions to Larry Hubbard, Contract Specialist 703-432-3577, email: lawrence.hubbard.ctr@usmc.mil. It is the offeror(s) responsibility to monitor the Internet for the release of the Final Solicitation and finalized closing date. Marine Corps Systems Command will consider and respond to all inputs received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition and to ensure that the requirement is understood. A Final RFP shall be issued on or about 01 Feb 2008. Proposals shall be due on or about 01 Mar 08. All responsible sources may submit an offer, however each offer shall respond to the solicitation in it?s entirety. No partial proposals nor alternative proposals will be considered. To be eligible for contract award, offerors must be registered in the Online Representations and Certifications Application (ORCA) site found at http://orcabpn.gov/ and the Central Contractor Registration (CCR) under the applicable NAICS code.
