SOURCES SOUGHT NOTICE FOR NOAA WEATHER RADIO VHF FM RADIO TRANSMITTERS General Information NAICS Code: 334220 Radio & TV -- Broadcasting & Wireless Communications Equipment Manufacturing or 517210 Wireless Telecommunications Carriers (except Satellite) Contracting Office Address National Business Center Acquisition Services Directorate 381 Elden Street, Suite 4000 Herndon, VA 20170 Description This is a Sources Sought Notice issued by the Acquisition Services Directorate under the Department of the Interior (DOI) Franchise Fund on behalf of the National Weather Service (NWS). DOI's Acquisition Services Directorate (AQD-Herndon) is a Federal Franchise Fund Contracting Office under the authority of the Government Management Reform Act and provides contracting support to all Federal civilian and DoD Agencies. AQD-Herndon is seeking viable sources for the stated NWS requirements (as well as future requirements from NWS and other Federal Agencies) from all interested parties to provide approximately 400 VHF FM radio transmitters operating in the 162.400 to 162.550-MHz land mobile band. It is anticipated that the initial contract awards as a result of this requirement may result in the award of multiple Five Year Indefinite Delivery Indefinite Quantity (IDIQ) contracts to provide support to multiple locations in the United States and the U.S. territories Puerto Rico, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands. The initial transmitter requirement is intended to be deployed in the NOAA Weather Radio (NWR) Network. A detailed specification of the NWR transmitters is available by contacting the contact specialist at Alan Adrian@aqd.nbc.gov. Prospective vendors are requested to submit documentation demonstrating their experience and technical capabilities. All written responses shall include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the requirements specified in the attachment. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. All companies shall provide their business size. If two or more small businesses are determined capable of meeting this requirement, the acquisition will be conducted as a small business set aside. The Government will not reimburse for the information requested. The Government anticipates that modified Commercial Off-The-Shelf (COTS) technology and products can satisfy this requirement. For budget planning purposes, provide the estimated unit and total price of this requirement. Delivery is FOB Destination. Also include a logistic provisioning price estimate, including spare parts. Proprietary information provided will remain Source Selection Sensitive. Written narrative shall not exceed twenty-five (25) pages in length and provide a written narrative of proposed components. Brochures and catalog pages may be supplied without limitation. The Government will review submissions and advise each respondent in writing either that they will be invited to participate in the resultant acquisition or, based on the information submitted, that they are unlikely to be a viable competitor. The Government will advise respondents not considered to be viable the basis for the Government's decision. Evaluation of the submitted capability documents will be based upon the following: (1) Demonstrated recent experience (within the past three years) in provisioning and supporting similar systems. (2) Demonstration of recent (within the past three years) expertise in meeting Federal IT Security requirements as related to the scope of this requirement. (3) Satisfactory Past Performance (Contact the Contracting Officer at Alan.Adrian@aqd.nbc.gov) (4) Identify if the respondent is qualified as a small business. (5) Registration in the Central Contractor database. The solicitation is anticipated to be released January 30, 2008. Sources sought responses are due by 2:00 PM, EST January 10, 2008.
