Description
The U.S. Army JM&L, LCMC Acquisition Center is issuing this Sources Sought Notice on behalf of the U.S. Army ARDEC to determine if there is interested and qualified SBA certified 8(a) firms serviced by SBA New Jersey, New York and Pennsylvania district offices, HUB Zone or Service-Disabled Veteran Owned Small Business firms having the capability and expertise for the following effort. Provide engineering services integral to the development, limited production, logistic support, and maintenance of weapons systems. The support shall include the application of proven methodologies, tools, and state-of-the- art expertise to support the generation, automation and implementation of new software tools, hardware design and integration, methodologies, and policies relating to embedded diagnostics, at system testing and off system testing for current and future weapons systems. This support shall include techniques for modification and development of Test Measurement and Diagnostic Equipment (TMDE), Test Programs Sets (TPS); Automatic Test Equipment (ATE), Automatic Test Software, Netcentric Communications, Software Loader/Verifiers and Built- in Self-Test (BIST). This effort shall be directed to the following areas: a) Engineering Change Proposal (ECP), TPS and BIST - creation, analysis, and updates. b) Software and hardware documentation - review, analysis, preparation, and updates. c) Review of test programs and verify against test requirement and test specifications. d) Provide technical guidance on efficient ways to find answers and solutions to TPS and BIST problems. e) Provide TPS technical guidance and development support for selected line replaceable units (LRU) and shop replaceable units (SRU). f) Provide technical support for the digitization of drawings and materials using 3-D models as well as 2-D drawings. g) Provide technical support for units under test (UUT), inter-connect devices (ID), and applications software. h) Design and maintenance of Configuration Management (CM) system. i) Design and maintenance of Database systems. j) System engineering and integration. k) Develop, design and fabricate ID and all of the printed circuit (PC) boards and cabling associated with each ID. l) Develop, design, and fabricate prototype at systems test and diagnostic kits. m) Provide Technical Data Package (TDP) development and maintability services. n) Provide CM services and surveillance to identify and document the functional and physical characteristics of a configuration item. The contract must display a working knowledge of the following test systems. a) Army Depot Automatic Diagnostic System (ADADS) b) Electronic Quality Assurance Test Equipment (EQUATE) c) General Radio (GENRAD) d) Simplified Test Equipment (STE) e) Next Generation Army Test System (NGATS) f) Aurora Test System g) Base Shop Test Facility (BSTF) h) Commercial Equivalent Equipment (CEE) i) Contact Test System (CTS) j) Direct Support Electrical System Test Set (DSESTS) k) Soldiers Portable On-system Repair Tool (SPORT) l) Maintenance Support Device (MSD) m) Turbine Engine Diagnostic (TED) n) Third Echelon Test System (TETS) o) Electro Optical Test Facility (EOTF) p) Rapid Deployment Automatic Test System (RDA) Interested parties are invited to indicate their interest by providing a document outlining the list of engineering tasks they believe they have expertise in to perform the support required.
