- The Centers for Medicare and Medicaid Services (CMS) intends to award, using Simplified Acquisition Procedures, in accordance with FAR Part 13, a sole source procurement to Paul Sobocinski, 1615 Wadham Place, Wheaton, IL 60187-7761, under authority of FAR 6.302-1 41 U.SC. 253 ( C )( 1 ) Only one responsible source and no other supplies or services will satisfy agency requirements. The Government anticipates the award of a time and material purchase order within (5) days after the response date of this notice. It is anticipated that the period of performance will be January 22, 2008 through December 31, 2008. These consulting services will be performed on-site at the Centers for Medicare and Medicaid Services in Baltimore, Maryland. The contractor will provide contractor support services to assist the Technical Evaluation Panels (TEP) in evaluating the proposals received under solicitations RFP-CMS-2007-0013 and RFP-CMS-2007-0018. Because of the time constraints for evaluation and award of these Medicare Administrative Contractor (MAC) procurements, and the limited number of qualified internal staff available to review and evaluate these proposals, it is necessary to obtain outside support for the Technical Evaluation Panels. The contractor shall participate as an active, voting member of a TEP for MAC proposals as they are evaluated against the criteria set forth in the MAC Cycle Two RFPs. The contractor will provide these Consulting Services under the NAICS code of 541611. The contractor has the desired training and expertise to perform this particular aspect of the proposal evaluation. He has twenty seven years of contractor financial oversight experience. He has demonstrated broad expertise in all key aspects of Medicare FFS contractor financial oversight activities including but not limited to: (1) both Part A (intermediary) and Part B (intermediary and carrier) programs (2) conducting and analyzing Statement on Auditing Standard 70 reviews, (3) coordination of Medicare contractor financial activities, (4) internal control concepts and best practices, (5) validation of Medicare contractor fiscal financial processes, (6) resolution and clearance of external audits performed by the GAO, OIG, and CPA firms and, (7) applicable laws and regulations of federal tax code. All responsible sources may submit a response, however The Centers for Medicare and Medicaid Services, Medicare Contractor Management Group shall make the determination of what would constitute equivalent expertise. Expressions of interest and statements of capabilities must be emailed to phillip.harrell@cms.hhs.gov. Responses must be received within five days from the published date of this notice.
