Description
REQUEST FOR QUOTATION The Department of the Air Force, USAFE, 435 ABW / 700th Contracting Squadron / LGCC has a requirement for a non-personal service as described below. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In order to be considered for a contract award, all quotes must be received NO LATER THAN (NLT) 1400 HOURS (LOCAL GERMANY TIME), FRIDAY 10 August 2007. (1) Please provide a Firm Fixed Price quote with FOB destination pricing. (3) This information may be used for market research on future requirements and is not in any form, a guarantee of receiving a contact award. (4) All quotes must be submitted in the English language to be considered for contract award. (7) PERIOD OF PERFORMANCE: 13 August 2007 through 24 August 2007 WORK DESCRIPTION: (Section 1.0) General Description of Required Work: The floor (2,650 m2) is currently made of a slab that consists of several concrete panels (grid size 5 x 6 m) The coating is as follows: Primer, filling, intermediate conductive coating (connected to existing ground rod in hangar), thick coating and top sealing made of epoxy resin. The products used are most likely made by Sto AG. Sto AG. The coating and the jointing shall be renewed, if necessary- under a separate order. In order to establish the scope of work or to achieve planning reliability, the floor slab has to be examined and the following has to be determined: Load bearing capacity, cracks, and damages in concrete. Therefore, an expert with special knowledge in the field of concrete repairs and floor coating is needed. (Section 1.01) Location of Work: Building 2210 is on RAB military area and can be reached on paved roads. (Section 1.02) Environmental Concerns and Safety Standards: (a) Work Safety: Contractor must work in compliance with the most current German Federal Safety Laws and Regulations, especially the Unfall-Verhuetungsvorschriften (UVV), the Berufsgenossenschaftliche Vorschriften (BG-Vorschriften) and the Baustellenverordnung (BaustellV). (b) Asbestos Removal: The contractor shall inform 435 CES/CECC immediately if asbestos is discovered or asbestos is suspected in the area of the construction site. The contractor or subcontractor performing asbestos removal must be in strict compliance with TRGS-519. (c) Fire Protection Requirements: All US and German fire and safety regulations are to be followed stringently. (i) Inspection. Delivery order projects will be inspected periodically by the Fire and Emergency Services Office for compliance with all fire codes and standards listed or referenced in the contract documents. (ii) Fire Extinguishers the number and size of the required fire extinguishers shall be coordinated with the Chief, Fire and Emergency Services Office. The Fire Extinguishers shall be provided and maintained by the contractor. (iii) Flame Cutting, Welding, and Soldering. The contractor shall observe all precautions in use of flame cutting, welding, and soldering equipment. No flame-cutting, welding, or soldering of any description shall be permitted until the work site has been inspected and the operation approved by the 435 CES Fire Prevention Inspector. A copy of the 435 CEG installation policy will be provided with instructions on the permit required. (iv) Smoking is strictly prohibited in or near areas where flammable liquids, highly combustible materials or explosives are stored, handled or processed. (v) The contractor or his designated representative will notify the Fire Department of any utility shut down that might affect an installed Fire Protection or Fire Detection System. (vi) The Base Fire Department is available for advice and assistance on any matters pertaining to Fire Prevention and Fire Protection--call Technical Services Section, tel. 06371-47-6259. (c) Applicable Regulations: AFOSH-Std; 161-4 Asbestos; UVV Accident Prevention Rules (d) Other Regulations: (i) The traffic regulations within the US installations shall be adhered to. (ii) The contractor shall adhere to the applicable safety regulations according to the rules of the Construction Trade Association as well as the safety regulations of the Air Force according to the AFOSH Standards Series and the "Corps of Engineers" Manual EUDM 385-1-1, edition 01 Oct 86. (iii) Fire Protection RAB I 32-2001 and US National Fire Code. (e) Demolition Work: All waste material shall be removed and disposed of by the contractor in accordance with applicable German laws and regulations. (Section 1.03) Index of Drawings: This work description contains 2 drawings. Drawing #1 of 2 Site plan (Available upon request) Drawing #2 of 2 Floor plan of hangar (Available upon request) (Section 1.04) Water and Power Supply: Water and electric power shall be provided, as required, for the execution of the project free of charge. Electrical connections of temporary installations shall be made in accordance with VDE 0100 requirements and at the contractor's own expense. (Section 1.05) Security Requirements: Prior to commencing work under the terms of this contract, the contractor shall contact the Security or Military Police responsible for each installation within the area covered by this contract to obtain all necessary passes or security clearances for persons employed by him, who will require access to restricted or classified installation areas. Passes shall be issued only to personnel for whom clearances have been granted. The contractor shall not assign any employee to perform work on such installation when in the opinion of the Contracting Officer the presence of that employee would not be in the best interest of the US Government. The contractor shall inform all his assigned workers that they may be subject to search, at the discretion of the installation commander, when entering or leaving the installation.
