Description
This is a time-sensitive Request For Information (RFI) with regard to a possible change in the current CO2 PFE bottles. Specification MIL-DTL-32238(AS)follows; PDF copies available upon request. Comments will be considered from interested applicants from our staff, reviewers, and other members of the research team. This RFI is for planning purposes and information only and should not be construed as a solicitation for applications or an obligation on the part of the government. All interested sources with qualified systems are encouraged to respond to this synopsis to identify their devices, the qualifications and production status no later than 03 DEC 2007 and should be forwarded to address below. All information should be unclassified.- Background - The Naval Air systems Command, Department of the Navy, and all Department of Defense agencies are considering the use of a hand-held rechargeable fire extinguisher containing 2.5 pounds of halocarbon HFC-236fa with a mounting bracket. NAVAIR is considering replacing the current CO2 FE bottles with a agent called Halocarbon (HFC). HFC-236 is an effective replacement for providing rapid extinguishment of flames through a combination of physical and chemical mechanisms. In an effort to increase our fire fighting and environmental safety capabilities, the NAVAIR research team have suggested that our review could be improved by focusing less on experimental details and more on key ideas and the scientific significance of this proposed project. To ensure that the DoD review process identifies the most promising scientific and technical projects, we are evaluating our research and focusing it on ideas of significance. A committee has been formed at NAVAIR to gather additional information from the external community and explore possible options. We would like your professional opinion, as possible applicant and/or reviewer, of this potential change. Information pertaining to this product will help NAVAIRSYSCOMM, DoN, and DoD determine whether to incorporate the HFC-236fa as an appropriate fire fighting safety measure. Whether you are an applicant and/or a reviewer, please provide information on the areas provided in the military specification. A PDF file of MIL-DTL-32238(AS)15 March 2007 Detail Specification may be requested by emailing Letitia.Baker@navy.mil, or you may use the ASSIST Online database at http://assist.daps.dla.mil. All information provided should be unclassified. Suppliers with systems that do not meet the above requirements are strongly encouraged to forward information about their systems in response to this RFI. It is requested that information/samples be submitted NO LATER THAN 03 DEC 2007 to Ms. Letitia Baker, Naval Air Warfare Center Aircraft Division (Code 2.5.2.3.1), Highway 547, Lakehurst, NJ 08733-5082, who may be reached at (732)323-1193. Respondents are notified that a formal solicitation MAY NOT necessarily result from this RFI. Any comments provided may or may not be included in a formal solicitation. The Government WILL NOT PAY for any information received in response to this RFI nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. The government will not release any information marked with a Proprietary legend, received in response to the RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend.
