Description
CONTRACT INFORMATION: This request for proposal is a design/build, full and open competitive procurement. The procurement will be conducted using source selection procedures and the award will be based on the best value to the Government considerin g price and non-price factors, which are cited in this announcement and the solicitation. Any resulting contract will be firm-fixed priced. This will be a design build contract with a two-phase selection process. NAICS Code: 236220 with a size standard of $31,000,000. Anticipated NTP: 06 Mar 08 with 730 calendar days period of performance. Offerors are advised that a contract resulting from this solicitation is contingent upon Congressional approval. Should Congress not authorize this project or app ropriate the funds, the solicitation will be cancelled. If the project is cancelled, all proposal preparation costs will be borne by the offeror. If a large business is selected for this contract, the firm must comply with FAR 52.219-9 regarding the requi rements for a subcontracting plan for that part of the work it intends to subcontract. The FY07 subcontracting goals for this contract are a minimum of 51.2% of the contractor's intended subcontract amount be placed with small businesses, 8.8% of that to small disadvantaged businesses, 7.3% to woman-owned small businesses, 1.5% to service disabled veteran-owned small business and 3.1% to HUB zone small businesses. The Davis-Bacon Act will apply. All responders are advised that this project may be cancele d or revised at any time during the solicitation, selection, evaluation, negotiation and final award. All contractors are advised that they must be registered in CCR. Joint ventures must also be registered in CCR as a joint venture. We advise contractor s begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the CCR database will make an offeror ineligible for award. (Reference DFAR 252.204-700 4, Required Central Contractor Registration). PROJECT INFORMATION: The project will include a taxiway, taxi-lanes, arm/de-arm pad, and phase 2 utilities for the F-22A bed-down. This will include pavement markings, taxiway edge lighting, site improvement s to include storm drainage, and all necessary support for a complete and useable apron. Place of Performance: Elmendorf AFB, Alaska. Estimated Construction Range: $28,000,000 and $32,000,000. SELECTION CRITERIA: Phase I of this acquisition will eva luate offerors considering the following technical factors (weighted equally): Experience; Past Performance, Organization and Management, and Design Approach. Phase II will evaluate offerors based upon price and considering the following technical factor s (in descending order of importance): Design Solution & Design Drawings; Proposed Schedule; Contractor Proposed Betterments; Proposed Material; Commissioning; and Subcontracting Plan. The overall evaluation rating in Phase II is considered more importan t to the overall evaluation rating in Phase I. The overall evaluation rating of Phase I and II is considered more important than price. OBTAINING THE SOLICITATION: This solicitation will be available in electronic format only and will be available for d ownload on or about 1 Oct 2007 (Phase I) on the Federal Technical Data Solutions (FedTeDS) website in electronic format at https://fedteds.gov. This system has replaced the Alaska District Electronic Bid Sets (EBS) website. In order to view the solicitatio n, interested firms must be registered in Central Contractor Registration (CCR) at http://www.ccr.gov and in FedTeDS. In order to register for FedTeDS, a vendor or contractor must have the following information: Your Companys Central Contract Registratio n (CCR) Marketing Partner Identification Number (MPIN) (You can get this from your Companys CCR Point of Contact or from the CCR website.); Your Companys DUNS Number or CAGE Code; Your Telephone Number; and Your E-Mail Address. Once you have this information you register in FedTeDS by clicking on the Register with FedTeDS link on the home page. If you experience problems registering the plan holders list or have problems downloading plans specifications or amendments please contact Ron Jackson, Contract Specialist for assistance. It is important that you first go to this web site and click on the advertised solicitation you are interested in. Go to Plan Hol der Registration. This will require you to establish a user name and password. Keep the user name and password and share it with anyone else in your organization that is responsible for registering your firm on plan holders lists. With this system you c omplete the full registration once. If you have your user name and password you may return to the system and register for other jobs without re-registering. However, you may only do this using your initial user name and password. To receive notification on any amendments to the solicitation you must be registered on the plan holders list. Please complete all required information. All responsible sources may submit an offer, which will be considered by the agency.
