Description
NASA/JSC has a requirement for the design, development, testing, and evaluation of a versatile cryogenic freezing, storage, and transport unit for a broad range of science samples on board the Space Shuttle and the ISS. NASA JSC also requires analysis of the GLACIER units compatibility with other space flight vehicles. NASA/JSC intends to purchase the items from the University of Alabama in Birmingham, Alabama. The GLACIER system is a highly complex system that utilizes cutting edge technology and has many unique manufacturing and assembly processes. As the designer and original manufacturer of the GLACIER system, UAB inherently possesses the required in-depth knowledge of the many highly specialized innovations the system employs. Knowledge and understanding of these innovations is required in order to complete the requirements. In addition, the existing manufacturing drawings will not be delivered until the first unit is delivered. Until that time, the drawings will not be converted into a standard NASA format and other contractors would not easily be able to build off the drawings. Furthermore, components of GLACIER require special tooling and facilities that UAB has already procured, which a new contractor would have to develop under new contracts. The technical risk associated with re-inventing already established and advanced processes would result in a high likelihood of failure. The increased cost and schedule impact to the program would be unacceptable, and as such, the future of Cold Stowage for ISS would be in jeopardy. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:00 p.m. local time on January 18, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
