Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W911YN-08-R-0001 is issued as a Request for Quote. The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 01-15. T his solicitation is set aside 100% for small business. NAICS for determination of size status is 336413 Small Business Standard is 1,000. CLIN 0001 Universal Static Balance Fixture (USBF) NSN 4920-01-516-5091, Avion Part No. AV-001-002 or equal. CLIN 0 0 02 Setup and Training Cost. CLIN 0003 Shipping and Crating Cost. Fixture is designed to perform static balancing of main rotor blades. The affected end items are the following aircraft, blade part number and blade national stock number: (1) AH-1F, K7 4 7-003-0403, NSN 1615-01-289-2694 (2) AH-64, 7-3114120 (note 1), NSN1615-01-147-4873, 7-311412000-3 (note 1), NSN 1615-01-310-4978, 7-311412000-5 (note 1),NSN1615-01-332-0702 (3) CH-47D, 114R1702-37 (note 1), NSN 1615-01-145-7109, 11441702-38 (note 1), NSN 1615-01-145-7110 (4) MH-47E, 114R1702-37 (note 1), NSN1615-01-145-7109, 114R1702-38 (note 1), NSN 1615-01-145-7110; (5) UH-60, 70150-09101-041 (note 1), NSN 1615-01-074-5150, 70150-09101-043 (note 1), NSN1615-01-106-1903, (6) OH-58D 406-015-101-113, NSN 16 15-01-239-7004 and (7) UH-1H, 204-011-250-113, NSN1615-01-092-1256. NOTE 1: If erosion protection is installed, this part number requires that the USBF be equipped with, and the blade be balanced with, the appropriate erosion protection blade software opt ion. The USBF requires the use of Version 12 Software and all Subsequent Releases of Version 12 Software identified as Version 12.xx. The USBF provides an easy-to-use tool that accurately measures the blades span and chord moments and generates recommended weight adjustments to return the blades to the original manufacturers production specifications. US Army Research and Development Command (USA RDECOM) Aviation Engineering Directorate (AED) has performed a commercial validation and verification of the USB F, Version 12.xx software. Since the USBF is to be utilized as test equipment to measure the critical characteristics of Critical Safety Items, the validation ensured adherence to US Army Aviation and Missile Command QE-STD-d, Revision A and Original Equip ment Manufacturers standards for each main rotor blade. Based on this evaluation, the USBF is authorized to be used for the balancing of these main rotor blades. Any Contractor submitting a quote on a different type of equipment must provide proof that AED has authorized its use for the purpose described in this solicitation. The following clauses apply.
