- Fort Carson Directorate of Contracting (DOC) is seeking to identify the interest of 8(a) HUB Zone, or Service-Disabled Veteran-Owned small business contractors with a business presence in Colorado for an Indefinite Delivery/Indefinite Quantity (IDIQ) Design/Build Multiple Award Construction Contract (MACC). The contemplated procurement will cover design/build work primarily at Fort Carson Army Installation, Peterson AFB, Cheyenne Mountain Air Station, and Schriever AFB however, work may be required a t Pi?on Canyon Maneuver Site, Pueblo Chemical Depot, and Rocky Mountain Arsenal. Fort Carson Army Installation includes the Pueblo Chemical Depot and Pi?on Canyon Maneuver Site. Responses to this sources sought notice are due no later than 16 January 200 8. Contractors will be expected to accomplish a wide variety of individual construction task, including design, demolition, renovation, additions/upgrades, and exterior site work along with specific work in Heating/Ventilation/Air Conditioning, electr ical, mechanical and other major trades. Anticipated individual task orders may range from $2,500.00 - $4,000,000.00. The program value is still under consideration, but at this point in time, the estimated magnitude of this construction project is m ore than $10,000,000.00 over a five-year period. Each contract awarded will be issued as a firm-fixed price contract with one base year and up to four option years. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. All offe rors are advised that this project may be revised or canceled at any time during the sources sought, synopsis, solicitation, selection, evaluation, negotiation, and final award. Work to be performed under the MACC will be within the North American Industr y Classification System (NAICS) Code 236220 with a size standard of $31,000,000.00. Fort Carson DOC will be issuing the solicitation, award, and contract modifications. It is anticipated that each participating installation will award and administer their own delivery orders. Anticipated work will include multiple disciplines in design and construction to include maintenance, repair, and alteration of real property supported by Cheyenne Mountain Air Station, Fort Carson Army Installation, Peterson AFB, Pi ?on Canyon Maneuver Site, Pueblo Chemical Depot, Rocky Mountain Arsenal, and Schriever AFB, and may also include limited new construction of facilities at these locations. The Government intends to evaluate offers and select the awardee(s) utilizing the be st value source selection procedures described in the Federal Acquisition Regulation (FAR Part 15.3). The RFP may identify a sample project for evaluation of offeror technical capability and approach. The number of awards anticipated still under consider ation. In responding to this sources sought, please indicate your: (1) interest as a prime contractor, teaming partner, joint venture, and indicate (2) all of the socio-economic categories applicable to your business, i.e. 8(a), Service-Disabled Vet eran-Owned, and/or HUBZone certified, large, or small. (3) Extent of your companys presence in the State of Colorado. (4) Brief description of your firms past experience in the Architecture/Engineering Design or Construction trades, (5) overall Bonding C apacity, and (6) company information (name, point of contact phone number/email). Submit this information to the Contract Specialist listed below via e-mail or fax. No phone calls expressing interest will be accepted. Release of a synopsis of the requir ement is anticipated February 2008. An actual solicitation is anticipated to be issued in March 2008. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specificati ons and drawings, will be made available only on the Federal Business Opportunities (FBO) web site at http://www.fbo.gov and the Army Single Face to Industry at http://acquisition.army.mil at that time. Interested offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Intere sted offerors MUST monitor and or register at http://www.fbo.gov and http://acquisition.army.mil in order to receive notification and/or changes to the solicitation. A formal bidders mailing list will not be kept, however, companies may indicate their in terest in this solicitation by registering under the Interested Vendors List on the FBO website. This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to pay for any bid/proposal prepa ration costs. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. The solicitation wil l also contain a requirement that the potential offeror will have completed their Offeror Representation and Certifications.
