- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The RFQ number is H92242-08- T-0607. This solicitation documents incorporates provisions and clauses that are in effect through FAC 2005-14, dated 22 November 2006 and DFARS Change Notice 20050930. The DPAS Rating for this solicitation is S10. STATEMENT OF WORK 1.0. Project Overview: Provide Advanced Convoy, Motorcade Operations, and Tactical Shooting Instruction. 2.0. The contractor shall provide 11 day course of instruction (COI) for 30 personnel to include; 2 days of Tactical Handgun Training, 1 day of Tactical Shotgun Training, 2 days of Tactical Carbine Training and 6 days of Driver Training for High Threat Environments to include Convoy and Motorcade Operations incorporating the command??s prime mover and craft in the training. Topics include: Individual Driver Enhancement Drills, Tactical Maneuvers, Convoy and Motorcade Operations in High Threat Environment, Motorcade and Convoy FTX, Individual and Team Skills FTX, Advanced Handgun and Carbine Training. 3.0. Special Boat Team Twenty Two (SBT-22)personnel will learn how to operate and maintain vehicles to include prime movers for tactical craft while under duress in a high threat environment. This COI shall include classroom presentations and practical exercises to facilitate advanced driving and shooting operations. The majority of training will be conducted during normal working hours; however, portions of the training will extend into the evening hours. This training breakdown shall be 10% Classroom Instruction and 90% Practical Exercises. The COI will be split into two training venues. Fifteen students will conduct Tactical Driving training for five days and Fifteen students will conduct tactical shooting for five days. At the completion of the first five day period, each group will swap training venues and complete a duplicate schedule of events for the 2nd five day period. On the 11th day of training all 30 students will come together to complete the skills/FTX based training. The first week will begin on Monday and end on the following Friday. The second week of instruction will begin on Monday and end on Saturday evening. The following weekly schedules are to be observed: 3.1. TACTICAL DRIVING OPERATIONS Day One: Individual Driver Enhancement Drills Classroom: - Vehicle Dynamics (Presentation and Lecture) - Understanding how driver input affects vehicle control - Interpreting vehicle language Practical: - Vehicle Control - Slalom drills - Progressive and threshold breaking techniques - Controlled breaking in a curve - Emergency Breaking in a curve - With and without anti-lock breaks - Passenger??s Seat Driving (dead driver takeover)- Forward and reverse - Swerve to avoid - With and without anti-lock breaks - Blocked lane drills - With and without anti-lock breaks Day Two: Tactical Maneuvers - Larger vehicle (SUV) handling characteristics - Slalom Drills - Breaking Drills - Backing Drills - Front and rear wheel drive vehicle handling characteristics - J-turns (reverse 180) - Left and right - J-turn from the passenger??s seat - Bootleg turn (forward 180) - Left, right and blocking maneuver - J-turn and Bootleg turns in a limited area - Over steer Drill Day Three: Convoy Operations Classroom: - Convoy definitions - How and when convoy operations are used Practical: - Convoy Vehicle Positions - Convoy Vehicle Spacing - Convoy Vehicle Offsets - Convoy profile/signature - Moving through Traffic o Single Lane o Double Lane - 3 Point Turn Around o Single and Multiple Vehicle - Standard and Blocking Maneuvers - Push outs - Vehicle Transfer - Cover and Movement - Route Analysis - Night Driving o Driving with NVG??s o Night Vehicle Observation Course o Night Individual Vehicle Dynamics Driver Training o Night Convoy Operations Day Four: Motorcade Operations ?V Protecting the Craft Classroom: - Motorcade definitions - How and when motorcade operations are used. (difference between Convoy and Motorcade) Practical: - Motorcade Vehicle Positions / Spacing / Offsets - Reducing Motorcade profile/signature - Driver Positions - Driver selection (based on skill) - Moving through traffic ?X Single Lane ?X Double Lane - Traffic Blocking & Traffic Shielding - Negotiating intersections & turns - Passing/Being Passed - Conducting Vehicle Advances - Backing and Turn arounds - Preparation and planning for FTX Day Five: Motorcade / Convoy Operations FTX Students will be tested on two capabilities: 1. Multi-Vehicle Motorcade Operation This will include driving an armed multi-vehicle motorcade with a High Value Asset (Boat Package) to a designated launch point based on the skills learned throughout the training provided. Students will be responsible for conducting safe tactical maneuvers to protect the asset at all times without loss or damage to ensure mission success. 2. Low Light/No Light Convoy Operations This will include driving a convoy of up to 7 vehicles (Prime Movers and security vehicles) in ??blacked out?? conditions. Students will be responsible for safely and tactically transporting to a designated area and will be tested on all aspects of night driver training provided prior to the FTX. Day Six: Individual, Team Skills, and Task Unit Convoy FTX 1. Large Convoy Operation This will include driving a convoy of up to 7 vehicles (Prime Movers and security vehicles) based on the skills acquired and arriving safely to a designated area without the loss of vehicles and/or personnel. Students will be tested on all aspects of the training provided prior to this FTX. 2. Individual and Team Skills - Traffic Breakout techniques - Convoy Harassment Drills - Multiple vehicle rolling slalom - Pursuit Intervention Technique (PIT) - Ramming ?X Forward ?X Reverse - Single Vehicle Threat - Multiple Vehicle Threat 3.2. Costs should include Site Survey Cost, instructor fees, per dium and setup time, lab equipment, training manuals, course certificates, vehicle fuel, operating costs, and interstate highway transportation fees. 5.0. Government furnished Material: The government will provide the following personal equipment: Personal Operational Gear, Rifles, Pistols, Four Prime Mover Trucks with trailers and Boats. 6.0 Number of Students: 30 It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
