- The U. S. Army Corps of Engineers, Kansas City District, intends to issue an unrestricted solicitation for Design-Build construction of Permanent Party Barracks. Located at the Ft Leonard Wood, Missouri The general scope of work includes, b ut is not limited to, Design and construct 27 buildings to support 270 soldiers with all site and utilities work and with all supporting facilities as herein specified. At this time, a Pre-Solicitation Conference is planned for this solicitation. Approxi mately two weeks after the solicitation a pre-solicitation meeting will occur at Fort Leonard Wood. An announcement will be out soon describing the place and time. At this time, the site may be visited. An unorganized site visit may occur the day of the pre-solicitation conference. This solicitation will include options that will be included in the solicitation. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: More than $10,000,000. This solicit ation will be issues as a Request for Proposals (RFP) which will result in the award of a single firm fixed price (FFP) construction contract. The estimated performance period for completion of construction is approximately 540 (Five Hundred Forty) cale ndar days from Notice to Proceed (NTP). The solicitation will be available on or about 30 Jan 2008 and Proposals will be due approximately 30 days later. The solicitation, including any amendments, shall establish the official opening and closing dates and times. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 for Best Value Source Selection. The solicitation will include a detailed list of evaluation factors, including any subfactors or elements, and will provide instructions for proposal requirements and the basis for award. Any changes to evaluation factors will be issued by amendment. The North American Industry Classification System (NA ICS) Code for this project is 236220with a size standard of $31,000,000.00. THIS SOLICITATION WILL BE UNRESTRICTED Therefore, this project is open to both large and small business, and proposals for all responsible sources will be considered by the agency. If a source is a large business, and the proposal exceeds $1 Million, that offeror will be required to submit a Small Business Subcontracting Plan with goals based on percentage of total subcontracted dollars.
