Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. STATEMENT OF WORK (SOW) DOOR MAINTENANCE / INSPECTION, ON-CALL SERVICE AND EMERGENCY SERVICE PEASE AIR NATIONAL GUARD BASE CONTENTS DESCRIPTION PAGE PART 1 Lo cation and Inventory of Doors PART 2 Description of Work PART 3 Performance Period Scheduling of Maintenance PART 4 Special Provisions PART 5 Contacts STATEMENT OF WORK (SOW) DOOR MAINTENANCE / INSPECTION, ON-CALL SERVICE AND EMERGENC Y SERVICE The Contractor will provide all management, plant, labor, materials, and transportation necessary to keep all doors listed in Part One (1) Location and Inventory of Doors operating safely and continuously. This contract will be for three (3) y ears providing services according to the Description of Work in Part Two (2). PART 1 1.Location and Inventory of Doors  Location of the work is within the cantonment area to the Pease Air National Guard Base, Newington, NH. Total number of 9 9 doors specified below: 1.1 Bldg. 149  2 Each O.H. Doors. 1.2 Bldg. 151  4 Each O.H. Doors. 1.3 Bldg. 152  3 Each O.H. Description of Work  The quantities of work listed are approximate and pr ovided only for the purpose of illustrating the general magnitude of work. The brief work descriptions will not limit responsibility of the contractor to ensure safe and continuous operation of all base doors listed in Part 1 Location and Inventory of Door s. Enough time must be allowed by the contractor on each door to sufficiently check and maintain items in 2.1 Overhead Panel Doors and 2.2 Roll-up Doors. Further, when an item has been checked (as stated in 2.1 and 2.2) and is determined to need service b y the contractor, then the service will be performed during the time the checks are being accomplished. The checks and maintenance will be performed as part of this contract. If the contractor finds items requiring repair and parts, then this type of work goes beyond the description of work and will require a quotation of cost from the Contractor and approval from the Federal Government. More clarification on this is in 2.4 Contract Repairs. 2.1 Overhead Panel Doors  Check and Maintain 2.1. 1 Keep rails, guides, springs, and rollers secure and free from dust, corrosion, and obstruction. 2.1.2 Lubricate according to manufacturers recommendations on upper rails and rollers. Lower rails should not require lubrication. 2.1.3 Alignm ent of rollers and rails. Centering of wheels between door/track is between 1 ? and 2 ?. 2.1.4 Worn wheel bearings. 2.1.5 Guides for security and alignment. Guides should be aligned straight up and down with smooth transition to the next guide attached. Guides should all be fastened to wall and rails securely by bolts or welds. 2.1.6 Steel counter balance lift cables making sure they are secure ly attached to bottom of door. 2.1.7 Wear and damage to steel counter balance lift cables by indications of fraying of the wire strands or breakage. 2.1.8 Lubrication of operator motor recommended by manufacturer and smoothness of operation.< BR> 2.1.9 Alignment of door operator with door drive gears and chain. 2.1.10 Solenoid brake for proper operation. 2.1.11 Friction clutch for proper operation. 2.1.12 Hinges for breakage, pivot wear, and tightness against the door panels. 2.1 .13 Drive sprocket, control unit set-screws. 2.1.14 Opener cams for loose set screws. 2.1.15 Cable drums for loose set screws and cotter keys. 2.1.16 Cables running in drum threads for proper operation. 2.1.17 Counter balance springs for wear a nd oil springs with Garage Door Lubricant # GD-12208 or equal. 2.1.18 Counter balance springs, proper adjustment with door. 2.1.19 Manual chain hoist including throw-out arm. 2.1.20 Emergency stop mechanisms for proper operation, wear, an d damage. Includes electronic and air operated systems. 2.1.21 Electric door operator button/switches for proper operation. Most operator switches have Open, Stop, and Close modes. 2.1.22 Check for bent or warped panels. 2.2 Roll-up Do ors  Check and Maintain 2.2.1 Keep guides secure and free from dust, dirt, corrosion, and obstruction. 2.2.2 Lubricate according to manufacturers recommendations on rails. 2.2.3 Rails for security and alignment. 2.2.4 Lubrication of motor s as recommended by manufacturer. 2.2.5 Lubrication of inner counter balance spring. 2.2.6 Counter balance springs, proper adjustment with door. 2.2.7 Alignment of motor with drive gears or chain and smoothness of operation. Lubricate as needed.<B R> 2.2.8 Door warping or displacement of sliding panels. 2.2.9 Door edges for fraying and also scrapping where they contact the guides. 2.2.10 Door safety strips for visual damage and proper operation. 2.2.11 Manual chain hoist for proper opera tion. 2.2.12 Emergency stop mechanisms for proper operation, wear, and damage. Includes electronic and air operated systems. 2.2.13 Electric door operator button/switches for proper operation. Most operator switches have Open, Stop, and Close mod es. 2.3 Service Reports 2.3.1 Report will include the date serviced, name of the technician performing work, general inspection checks, general maintenance performed, amount of time spent on each door, and critical inspection checks in regar ds to the safe operation of each door. 2.3.2 Each report will provide a comment of recommending continued operation or discontinue operation. If the contractor recommends discontinue operation the Government Representative should be informed immedi ately by the contractor. 2.3.3 Submit service reports to the Government upon conclusion of the inspection. 2.4 Contractor Repairs 2.4.1 The contractor will provide a written cost quotation for repairs and submit to the Base Contractin g Officer or authorized Government Representative. 2.4.2 Work must be approved by the Base Civil Engineering Facility Manager before commencement of any work beyond the limits of this contract. 2.5 On-Call Service and Emergency Services  Th e Contractor will provide to the Federal Government, on-call service and emergency service during and beyond normal duty hours twenty-four (24) hours a day, seven days per week. The following is a general idea of emergency service and does not limit the Co ntractor from responding to an emergency call when determined by Civil Engineering. 2.5.1 Fire Department doors fail to operate. 2.5.2 Unsafe condition of the door. 2.5.3 Hangar Overhead Door prevents aircraft tug from pulling aircraft. 2.5 .4 Failure creating a work stoppage. 2.5.5 Conserve on energy when door will not close. 2.5.6 Prevent damage to facilities from freezing. P ART 3 3.Performance Period Scheduling of Maintenance: 3.1The Contractor can schedule inspection and maintenance activities during the months of April, May, June, and July. This does not mean the Contractor has four (4) months to complete the project. The Contractor is allowed 30 days to fill the requirements of this work. 3.2 The Contractor is to notify and coordinate with the Federal Contracting Officers authorized representative to establish the times and date on which the services f or inspection and maintenance will be provided. The contractor will not schedule the services without providing prior notification for at least three working days. 3.3 The Federal Government shall have final approval authority in the scheduling of s ervices. 3.4 Inspection and maintenance services specified in Part Two (2) Description of Work will be provided by the Contractor only on the days and hours of normal operations of the Pease ANGB working schedule. Duty hours are 7:00 AM to 4:30 PM. Monday through Friday. 3.5 Contractor will be notified by a Government Representative for emergency services. PART 4 4. Special Provisions: 4.1 The prices chargeable by the Contractor against the US Government for on-call emerg ency services shall be for all expenses and labor. Contractor will establish an estimated cost of repairs (parts and labor) prior to repairs to the contracting officer or to the contracting representative if given the authority. There shall be no additiona l cost chargeable against the US Government by the contractor for the provision of emergency services. 4.2 The Contractor covenants to comply with all applicable State and Federal laws, rules, and regulations including, but not limited to, those per taining to non-discrimination, lobbying, drug free work place and the use of United States flagship. 4.3 Between the effective date and date five (30 years after the completion date, at any time during the Contractors normal business hours and as o ften as the Federal Government shall demand, the Contractor shall make available to the Government or duly authorized agents of the Department of the Army and Air Force (National Guard Bureau) or the comptroller General of the United States, all records pe rtaining to this agreement, to audit, examine and reproduce such records, and to make audits of all contracts, invoices, materials, payrolls, records of personnel, data (at that term is herein defined), and other information relating to all matters covered in this agreement.
