Description
The purpose of this synopsis is to conduct market research for potential sources for a future acquisition of services to mentor and assist the Iraqi Ministry of Defense (MoD) and Ministry of Interior (MoI) to design, implement, and sustain systems that increase their institutional capabilities to support Iraqi Security Forces (ISF) while building processes and institutional capacity within the ministries in order to place them on the critical path towards Iraqi security self reliance. This notice is not a request for competitive proposals or quotations. The Multinational Security Transition Command, Iraq (MNSTC-I), Joint Coalition Contracting Iraq (JCC-I), Civilian Police Assistance Training Team (CPATT) purpose is to mentor and assist core processes and systems which include, but are not limited to: Administration, Resource Management and Budgeting, Force Development, Procurement & Acquisition, Contracting, Training Management, Public Affairs, Logistics, Personnel Management, Military Justice, Health Affairs, Communications, Planning and Operations, Infrastructure Management Military Intelligence, Executive Development, and Veteran Affairs. These systems are being developed and implemented by dedicated advisory teams, along with coordinated integration with the other system teams in order to achieve synergy and synchronization of efforts across all ministry departments. Contractor personnel will advise, train, assist, and mentor Iraqi ministry officials at all levels to adjust and refine these processes, policies, and systems to achieve enduring successes in supporting Iraqi Security Forces (ISF) personnel. The intent is to continue the needs focused, in-depth program that will give Iraqi civil servants and military personnel the knowledge they need to carry out their specific functions and responsibilities within the MoD and MoI. Emphasis will be given to providing the Iraqis the tools and means required to arrive at solutions to various issues they face in increasing ministerial capacity. All contractor personnel will be assigned to advise particular Iraqi officials and will also be placed within a Coalition Work Group (WG) as a member of one of the above-mentioned system teams, or one similar in nature. The contractor shall provide all personnel; supervisory, administrative and direct labor, required to accomplish all work associated with this contract. The contractor may also be required to provide additional personnel as required. This is NOT a request for proposal and does not constitute any commitment by the contractor or Government to perform these services.
