Description
The Government is seeking professional design services from an architect-engineering (A/E) firm to develop working drawings and specifications for project: 646-368, Renovate Ground North at the VA Pittsburgh Healthcare System, University Drive Division, Building One, Pittsburgh, PA 15240. GENERAL: Develop working drawings and specifications to renovate approximate 12,200 SF of which 7000 SF, or 57% is dedicated to Research wet labs including laminar flow hoods, updated HVAC, and improved mechanical and electrical systems that will provide improved services and support space. The remaining 43% will be renovated with mechanical, electrical and architectural upgrades. More than $25,000 of the total project cost is BSER/BSEA, related to energy improvements. SPECIFICS: This project will renovate approximate 12,200 SF of which 7000 SF, or 57% is dedicated to Research wet labs including laminar flow hoods, updated HVAC, and improved mechanical and electrical systems that will provide improved services and support space. The remaining 43% will be renovated with mechanical, electrical and architectural upgrades. More than $25,000 of the total project cost is BSER/BSEA, related to energy improvements. The project involves removal of asbestos containing materials, replacement/new HVAC components, new controls and distribution systems, ceiling systems, structural modifications, lighting and upgrading of finishes and other interior design elements. Construction will be addressed in phases to allow operations to continue during construction to the extent possible. Phasing will be determined during the 25% design review. Phasing must work within budget and allow the VA to continue operations at minimal interference. A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations, bulk sampling, development of specifications and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. A/E shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and VA program guide PG-18-14 "Room Finishes, Door and Hardware schedule". A/E is responsible for providing all services necessary for design of this project - i.e. mechanical, electrical, asbestos sampling & monitoring, structural, fire alarm & suppression, communications, cable tv, etc. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. The A/E will make site visits as necessary to survey existing conditions as required to determine existing as-built conditions affecting this project. A/E shall field verify every aspect that relates to the project, coordinate visits with the Project Manager. A/E must be proficient in the use of Auto Cad 2007 and have access to Microsoft Word 5.0 or higher. Estimated cost of construction is $2,000,000.00 - $5,000,000.00. This procurement is unrestricted, open to both small and large businesses. Interested firms shall submit three (3) copies of current SF 330 to the attention of Lynne Dickerhoff, Contracting Officer 04A1-H, VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. The geographical area of consideration is a two hour radius of the VA Pittsburgh Healthcare System, University Drive. The NAICS code is 541330 with the small business size standard of $4.5 million. Due date for SF 330's is January 28, 2008 at 9:00am. This is not a request for proposal. Numbered Note #24.
