Description
The Department of the Navy, Space and Naval Warfare Systems Center, San Diego intends to solicit and award a Cost Plus Fixed Fee, Indefinite-Delivery Indefinite-Quantity contract to Georgia Tech Applied Research Corp. (GTARC), 505 Tenth Street, NW, Atlanta, GA 30332, on a sole source basis. The purpose of this action is to complete the research and development requirements for a Container Security Device (CSD). The action is a follow-on to a previous contract with GTARC, N66001-05-C-6018, awarded under the competitive Homeland Security Advanced Research Project Agency (HSARPA) Broad Agency Announcement (BAA) 04-06 published on 7 May 2004. The government seeks the completion effort of the development and test prototype of the CSD, which monitors shipping container doors. The technology consists of a small, low- power sensor mounted on or within a container to detect and warn of the opening or removal of container doors. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. GTARC's technology makes it the only source that would not result in the duplication of cost. Because of the short-term need for the GTARC procurement, the added cost would not be recovered through competition. Note 22 applies.
