- Naval Undersea Warfare Center, Division Keyport intends to issue a solicitation for the following non-commercial supply: Holder Assembly in accordance with drawing 7053083 Revision B and all associated drawings, and Brush Assembly in accordance with drawing 7053087 Revision A. This requirement is for Base Year CLIN 0001 for Brush Assembly in accordance with drawing 7053087 Revision A, quantity 258: Base Year CLIN 0002 for Holder Assembly in accordance with drawing 7053083 Revision B and all associated drawings, quantity 220: and Option Years 1 through 3 CLIN 0003 through CLIN 0005 for Brush Assembly in accordance with drawing 7053087 Revision A, quantity 140 per option year. This is a critical WORK STOPPAGE situation. The evaluation factors will be Technical Capability/Management is moderately more important than Delivery. When combined Technical Capability/Management and Delivery are moderately more important than Past Performance. When combined Technical Capability/M anagement, Delivery, and Past Performance are significantly more important than Price. The solicitation number for this requirement when issued will be N00253-08-T-0044. It is anticipated that the resultant contract will be Firm Fixed Price and will include a base plus three option years. This procurement will be 100% set-aside for small businesses. The applicable NAICS code for this requirement is 335991, and a size standard of 750 employees. Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610. Drawings Referenced in this Solicitation are restricted by the Arms Export Control Act and are ONLY available to vendor?s/contractor?s appointed data custodian that are registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/ or by phone at 888 352-9333. Restricted Drawings and Technical Information are only available by accessi ng a secure website known as Federal Technical Data Solutions (FedTeDS ) at https://www.fedteds.gov/fedteds/start.nsf/frm.VendorLogin?OpenForm&SolicitationNumber=N0025308T0044. FedTeDS is designed to safeguard sensitive, but unclassified (SBU) acquisition information and is fully integrated with other electronic government initiatives such as NECO and the Central Contractor Registration (CCR) database. To obtain information from FedTeDS, vendor/contractor must be Central Contractor Registered (CCR), have a Marketing Partner Identification Number (MPIN) and be FedTeDS registered. It is anticipated that the solicitation will be available for download on or around 4 January 2008. The closing date of the solicitation will be 14 January 2008, unless a later date is specified in the solicitation. The RFP will be posted on the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navy.mil and will also be available for download at http://www.fedbizopps.gov/. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same.
