- HUMINT General Instructional Building, Fort Huachuca, Arizona. The North American Industry Classification System (NAICS) code is 236220: Commercial and Institutional Building Construction, The Small Business Size Standard is $31.0 M average annual gross revenue for the last three (3) fiscal years. The FSC Code is Y139. The estimated cost range of this project is between $10,000,000 and $25,000,000. This announcement is open to all businesses regardless of size. If a large business is selected f or this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The Small Business subcontracting goals for these contracts are a minimum of 51.2% of the contractor s intended subcontracting opportunities. The referenced subcontracting goals will be placed with Small Businesses (SB), including Small Disadvantaged Businesses (SBD) 8.8%, Woman-Owned Businesses (WOB) 7.3%, Hubzone Businesses 3.1% and Service Disabled V eteran-Owned Small Business 1.5%. This is a Com petitive Request For Proposal (RFP), Lowest Price Technically Acceptable (LPTA) Procurement There will be a base bid plus options items. All proposals are due 4 February 2008, 2:00 P.M. PST. ALL OFFERORS/BIDDERS ARE ADVISED THAT THIS PROCUREMENT MAY B E DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE SOLICITATION, EVALUATION AND/OR FINAL AWARD PROCESS. This Solicitation will be available on or about 4 January 2008. WORK WILL CONSIST OF the design and construction of a 60,000 SF HUMINT General In structional Building at Ft. Huachuca, AZ to include a training building for soldiers and instructors and spaces to include classrooms of various sizes, auditorium, and support spaces. The number of personnel to be in the building is 72 students and 80 ins tructors for the HT-JTOE n group and 60 students and 60 instructors for the DSDC functional group. Site work will include but not be limited to parking lots, force protection devices, all utility service extensions, sidewalks, and landscaping. Please no te that there are special instructions pertaining to hand delivered bids. These instructions can be viewed in Section 00100 of the advertised solicitation.
