- This announcement is for the purpose of soliciting names of construction firms or joint ventures experienced in working in the Middle East region who are interested in submitting an offer for this project. To be considered a construction firm, the f irm must perform construction as a significant portion of its business. Defense Base Act insurance and Construction surety will be required. The estimated cost of construction is between $5,000,000 and $10,000,000. PROJECT SCOPE: The work will c onsist of the construction of pre-engineered steel-framed buildings for the following types of facilities: Administrative Battalion Headquarters Facility; Morale Welfare Recreation (MWR) / Recreation Facility; 6 Maintenance Sheds; 6 Motor Pools With Offic es; Direct Support Maintenance Facility; Containerized Housing Units (CHUs); and Anti-Terrorist Force Protection (ATFP) requirements. Site survey will be required. Geotechnical design verification will be required. CONTRACT PROCEDURES: Both a pric e proposal and a technical proposal will be required. Evaluation factors will include, at a minimum, price, past performance, management capability, and experience. Request for Proposal (RFP) will be issued to prime contractors responding to this notice. Tentative date for issuance of RFP is 15 January 2008. Tentative date for receipt of proposals is 15 February 2008. Tentative contract award date is 30 March 2008. Contract award will be made on a best value basis with a firm fixed-price contract. An ticipated contract duration is 260 calendar days.
