Description
Project Title and Location: Forward Operating Site (FOS), Phase II, Constanta, Romania The U.S. Government is soliciting interest for a Firm Fixed Priced (FFP) Contract for design and construction services. The project objective is to design and construct additional facilities to increase the capacity and provide additional functionality, for a training base for US Army use currently being constructed under a separate contract at an existing Romanian military installation. Work w ill consist of design and construction of a Barber Shop, multiple Barracks, Battalion Headquarters, Company Operations Facilities, Community Conference Center, Education Center, Exchange & Storage (PX), Fitness Center & Field House, Gang Showers/Latrines, Morgue, Movie Theater, MWR Storage, Latrines, Athletic Fields, a Vehicle Maintenance Shop, and all supporting facilities. The construction includes a combination of masonry, prefabricated modular panels, and pre-engineered metal building types. C ontainer type construction is not permitted. Coordination of construction activities with the Phase I contractor will be required. Infrastructure including main utilities are provided as part of a separate, on-going contract. Supporting fa cilities for this contract include all required site improvements; utilities connections; paving, walks, curbs and gutters; and Anti-terrorism measures. The estimated cost of the project is more than $10,000,000. Responses are desired from firms wh o can demonstrate recent experience and excellent past performance in design/construction of similar facilities, but expressions of interests will be accepted from all interested parties. The qualifications of both the design and construction firm will be evaluated. Solicitation will be issued on or about 21 December 2007. Prime construction firms are required to provide their physical address for any UPS delivery, along with a telephone number, facsimile number, an English-speaking point of contac t and e-mail address. Requests that do not provide complete information will not be considered. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information provided. Th e solicitation will be issued free of charge by downloading from a designated website. The website address will be provided to all qualified offerors at a later date.
