- HQ, Army Sustainment Command intends to award a sole source contract. The Government intends to solicit/negotiate/award on a sole source basis with Gradient Technologies, Elk River, MN for the upgrade and modification of the Expl D Loaded Projectile Accessing System located a Crane Army Ammunition Plant. The technology used in operating this system is covered by patents held by Gradient, they are the only source qualified and no other suppliers will satisfy the agency requirements. Only Gradient Techn ologies is being solicited for this requirement. This notice of intent to purchase is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on response to this notice is solely within the dis cretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
