PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SUPPLIES, EQUIPMENT AND MATERIAL CLASSCOD: 83Textile Fabrics--Potential Sources Sought OFFADD: U.S. Army Materiel Command, Natick Contracting Division, Attn: AMSSB-ACN, Natick, MA 0176 0-5011 SUBJECT: 83IMPROVED FABRICS FOR THE ARMY COMBAT UNIFORM DUE 15 February 2008. POC Neil Smedstad 508-233-4032 DESC: The U. S. Army Natick Soldier Research, Development, and Engineering Command, is conducting market research to identify pote ntial commercial sources for an improved fabric for the Army Combat Uniform meeting the following requirements: The basic specification is MIL-DTL-44436A, Class 8. The government is seeking fabrics that are more durable than Class 8, while retaining the ability to provide for the comfort and acceptability of the garments to the soldier. The requirements contained in MIL-DTL-44436A are provided as a baseline and fabrics submitted should be greater than for breaking strength, tearing strength, abrasion res istance, and equal to or better than the remainder of the Specification. Products submitted shall have wrinkle free properties, Stain resistant properties are desired. Products must be capable of being printed with the Universal camouflage Pattern. As an option Coat and trouser fabric weights may be different. The program goals are to improve the durability, comfort and acceptability of the uniform by Soldiers. Interested sources are required to respond to this Sources Sought Market Research no later than 15 February 2008. with information on their product. No solicitation document is available. Firms should submit cost information on each product, a physical test report in accordance with MIL-DTL-44436A, and a 15 yard sample of each item is desired. If a firm chooses to submit a sample, the Government will make no payment for such samples. Because U. S. Federal Law (specifically, the Berry Amendment) prohibits the Department of Defense from spending any part of any appropriation over the Simplified Ac quisition threshold on any item containing textiles, synthetics, coated fabrics (see DFARS Clause 252.225-7012 at website listed below), interested firms who offer products currently produced offshore should also submit a plan of action for transitioning production of the item to the United States if adopted by the U. S. Army. All submitted information shall be considered confidential. Interested firms should indicate in their response whether or not they are a small or large business. The Standard Indus trial Classification Code is 8405, the size standard for which is 500 employees or less to be considered a small business.
