- The Iowa National Guard wishes to contract for construction services to repair the Squadron Operation, Building 124 at the 132nd FW, Iowa Air National Guard Base, 3100 McKinley Avenue, Des Moines, Iowa. The work includes, but is not limited to, all materials, labor, tools, expendable equipment, utility and transportation services, and all incidental items necessary to perform and complete, in a workmanlike manner, a 2,800 SF addition, an 16,213 SF interior renovation, and exterior renovation of build ing 124. The work consists of an addition; renovate selectively the interior of the existing facility, selective demolition, new wall partitions, new doors, new finishes and modify/extend/upgrade existing mechanical, plumbing, communications, security and electrical systems. The work includes miscellaneous selective demolition; sidewalk/paving repairs, earthwork, concrete deep foundations, concrete foundations, concrete slabs on grade, concrete floor repairs, architectural pre-cast concrete wall panels, br ick veneer, miscellaneous concrete block partitions, structural steel, light gauge structural metal framing, millwork, insulations, sealants, single ply membrane roofing, doors and windows, interior wall partitions, interior finishes, accessories, window t reatments, plumbing systems, HVAC systems and electrical service, light, power and data. There is a brand name requirement for Best Lock Corporation, Monaco Enterprises, Barber Coleman, and Advantor Systems Corporation. Justification will be provided in the solicitation. The construction/contract completion time is 270 days after receipt of the Notice To Proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code is 236210, with a small business size stan dard of $31,000,000.00 average annual revenue for the previous three years. The magnitude of construction is between $1,000,000.00 and $5,000,000.00. A firm-fixed price contract will be awarded. Award will be UNRESTRICTED and is being made pursuant to the Small Business Competitiveness Demonstration Program (Ref: FAR 19.10). All responsible firms may submit an offer. The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required from the apparent low bidder in acco rdance with FAR 19.7 if the offeror is a large business. This project has been assigned Invitation for Bid (IFB) number, W912LP-08-B-0001. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can registe r via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS n umber and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available from the Iowa Electronic Business Solicitat ion (EBS) via LINKURL: http://216.81.179.134/ebs/advertisedsolicitations.asp. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the Federal Technical Data Sol ution (FedTeDS) website on-line at https://www.fedteds.gov/. A link to this site can be found under Plans at the solicitation website. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms, and printing companie s are required to register in the Central Contractors Registration (CCR) and the Federal Technical Data Solution (FedTeDS) in order to view or download the plans or drawings from the web site. The IFB will be available on or about 10 January 2008. It i s the potential bidders responsibility to monitor the Guards Internet site for the release of amendments (if any). Potential bidders will be responsible for downloading their own copy of the solicitation, plans, specification, and amendments (if any). The bid opening will be on or about 11:00 a.m. on 14 February 2008, at the 132nd FW, Iowa Air National Guard, 3100 McKinley Avenue, Building #410, Des Moines, Io wa. A pre-bid conference will be held on or about 24 January 2008 at 10:00 a.m. at the 132nd FW, Iowa Air National Guard, 3100 McKinley Avenue, Building #410, Des Moines, Iowa. All bidders should plan to attend. Successful bidder must be registered wit h the Central Contractor Registration (CCR). CCR Registration information may be accessed online at http://www.ccr.gov.
