- This is a combined synopsis/solicitation, prepared in accordance with Federal Acquisition Regulation Subpart 12.6, for the acquisition of commercial non-personal services to provide Emergency On-call C-130H Maintenance Support for the Royal Saudi Air Force (RSAF), being procured by the AFSAC/PK contracting office located at Wright-Patterson Air Force Base, Ohio. The solicitation number is FA8630-08-R-5004. The North American Industry Classification System Code (NAICS) code is 488190 and the Standard Industrial Classification (SIC) code is 4581. The closing date for this solicitation is 15 January 2008. All interested parties must provide a proposal, to the address indicated in block 7 of the solicitation, by the time specified above and in block 9 of the solicitation in order to be considered for award under this acquisition. Any offeror who does not submit a complete proposal package consisting of all the elements described in the Proposal Preparation Instructions may automatically be considered non-responsive. The proposed acquisition is considered full and open to all concerned parties. All proposals submitted shall state that they are valid for a period of no less than 90 days from the closing date of this solicitation. To be eligible for contract award, offerors must be registered in the DOD Central Contractor Registration (CCR) (www.ccr.gov). A Time and Material (T&M) contract, with a performance period consisting of a three (3) year base and two (2) one-year option periods, is contemplated. Any award resulting from this solicitation will include DFARS clause 252.232-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payments (invoices) under DOD contracts to be submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF-RA) is the DOD systems of choice for implementing this statutory requirement. The winning offeror, prior to submitting invoices, shall complete vendor training and register for an account at www.wawf.eb.mil. The Royal Saudi Air Force (RSAF) operates twice-monthly flights into either Dover AFB or BWI (Baltimore Washington International Airport) and on occasion other airports in North America (Continental United States (CONUS) and Canada). Periodically a flight will experience a maintenance event that requires rectification before the flight can continue. Upon request by an authorized member of the USAF or the RSAF the contractor will, within 24 hours or sooner, initiate actions that will dispatch a maintenance team to respond to the maintenance event at the location specified. Qualified contractors must have expertise in all aspects of the C-130H aircraft, including, but not limited to design, structures, engineering, configuration, sustainment, aerodynamics, propulsion, electronics, hardware, software, support equipment and system integration. Contractors must be capable of obtaining access to C-130H design, engineering, qualification, test, reliability, and configuration data. Contractors must have suitable facilities, tools, equipment, and personnel to provide the emergency on-call maintenance requested.
