Description
The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the NATO Improved Link Eleven (NILE) Nations (Canada, France, Germany, Italy, Spain, UK, and US), have a requirement for the design, development, NSA certification, and acceptance testing of up to three (3) Modernized Link Level COMSEC (MLLC) Qualification (QUAL) units and the optional follow-on Full Rate Production (FRP) of a maximum of 375 MLLC FRP units, in support of their national Link 22 system implementation efforts. The Link 22 system requires the MLLC to provide communication security services at the link-level, as well as time-of-day (TOD) based encryption and decryption services for network messages sent over multiple NILE transmission networks. This requirement is subject to an International Agreements Memorandum (IAM) limiting competition to prime and first-tier subcontractors from the NILE nations. SPAWAR intends to issue a single hybrid Cost Plus Incentive/Award Fee and Firm Fixed Price contract on the basis of best value source selection methodology. It is anticipated that a Request For Proposal (RFP) will be issued in late January/early February 2008 with an expected award date the summer of 2008. These dates are estimates only. In order to assist SPAWAR in the preparation of the final RFP, industry comments are solicited on the attached draft documents. Comments may be submitted via the SPAWAR e-commerce website: https://e- commerce.spawar.navy.mil or directly to the Contracting Officer: mark.schweer@navy.mil The deadline for comment submission is COB January 16, 2008. Proposals are NOT being solicited at this time Prospective offerors are encouraged to subscribe to this solicitation at the SPAWAR e-commerce website. Notification of the subsequent release of the final RFP or other documents will be made automatically to subscribers. Non- subscribers will receive no further notices. A list of subscribers to this solicitation is also available on the SPAWAR e-commerce website.
