Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to BriarTek Incorporated, 112 East Delray Avenue, Alexandria, Virginia to install and validate Man Overboard Indicator (MOBI) systems on approximately 225 U.S. Navy ships. This contract also includes personnel training and the acquisition of approximately 42,500 MOBI transmitters (p/n TX-104), 295 MOBI receivers (p/n RX-102), and 720 direction finders (p/n DF-101). The objective of this effort is to outfit each ship with a system capable of alerting the crew of a man overboard event so that a life saving rescue can be executed. This effort is sole source for the following reasons. The USN has been evaluating Commercial Off The Shelf, Non-Developmental Item (COTS/NDI) Man Overboard Indicator (MOBI) systems since FY99. Based upon results of multiple Field Demonstration Tests, the USN has decided to purchase an d install MOBI systems on all USN ships. The MOBI system manufactured by BriarTek is the only system capable of transmitting a unique code that identifies the specific transmitter that has been activated. This unique code eliminates confusion during instances when multiple personnel are thrown overboard simultaneously and will aid in identifying which individuals are still in the water and in need of rescue. Because of this unique code, BriarTek Incorporated is the only company that can meet all of the US Navy requirements. Additionally, this effort is sole source because NSWC PC has awarded three previous contracts (including contract N61331-04-F-1131, N61331-06-C-0004, and N61331-07-C-0032) to install the BriarTek-manufactured MOBI system on over 200 ships thus far. This contract is for the acquisition of engineering services for continued development and deployment of a major system or highly specialized equipment, including major components thereof, within the ex act meaning of FAR 6.302-1(a)(2)(ii). Use of any other vendor would re sult in substantial duplication of cost to the Government that is not expected to be recovered through competition. Therefore, there are no other sources that can satisfy this requirement. FSC Code: 6320 NAICS Code: 334220, Size Standard: 750.
