Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is a Request for Quote (RFQ), W912BU-08-T-0011. The small size standard is for annual sales below $23.0M for North American Industry Classification System (NAICS ) Code 541519. This procurement is 100% set-aside for small business. Affirmative Action to ensure equal opportunity is applicable to the resulting contract. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed p rice contract, for the implementation of Silent Inspector (SI) and upgrade of the DredgePack Dredge Specific System (DSS) on the Dredge YAQUINA. Performance will be at the U.S. Army Corps of Engineers  Portland District; Plant Maintenance Section; 8010 N .W. St. Helens Road; Portland, Oregon 97210-3699 SCOPE OF WORK SILENT INSPECTOR IMPLEMENTATION FOR CENWP DREDGE YAQUINA 1. SCOPE OF WORK The contractor shall travel to the Dredge YAQUINA located in Portland, Oregon. The contractor shall furnish the following components and install them on the Dredge YAQUINA: 1. (2) 15 Argonaut Tflex G615XL Marine Monitors: " Flat-Screen Monitors " Sunlight readable display " Full dimming to black control " Articulati ng mounting 2. (2) Tide gauge water level monitoring systems (one system will be kept as a spare). " Tide gauge shall have a minimum accuracy of + 0.1 foot and a resolution of 0.01 foot " Shall be capable of withstanding the conditions aboard a dr edge " Real-time wireless electronic monitoring " Portable and remote installation package " Solar and battery powered 3. SI computer, Monitor and Printer with connection to the DredgePack computer. USACE will provide SI software. 4. Cellul ar router with externally mounted antenna compatible with Verizon Broadband, and with connection to the SI computer for data output to USACE. 5. Connect 4-20 mA signals from new (2) Velocity and (2) Density meters (Meters provided, installed, and cable s run by others) 6. Conversion and connection for (2) Ohmart Vega VegaPuls 65 Pulsed Radar hopper level sensors. (Sensors provided, installed, and cables run by others) 7. Conversion and connection for (2) Allen Bradley 871F AC/DC Cable Style Induct ive Proximity Sensors. (Sensors provided, installed, and cables run by others) 8. Conversion and connection for (2) Dredge Pump Engine rpm signals. RPM indication currently shown on dredging console. Contractor to ascertain signal type. 9. Update DredgePack software to display parameters acquired from #5 - #8 above. 10. Program additional DredgePack software configuration to choose the 14 long pipe dragarm extension configuration. 2. PLACE OF PERFORMANCE Plant Maintenance Section U.S. Army Corps of Engineers  Portland District 8010 N.W. PERIOD OF SERVICE It is required that the instal lation of listed equipment be completed before the end of February 2008. Contractor shall give 14 working days prior notice of intended installation schedule. Description Quantity Unit of Measu re Silent Inspector Implementation 1 Lump Sum And DSS upgrade PROVISIONS AND CLAUSES applicable to this acquisition are as follows: FAR 52.212-1, Instructions to Offerors  Commercial Items (JAN 2005); FAR 5 2.212-2, EvaluationCommercial Items FAR 52.212-3, Offeror Representations and Certifications  Commercial Items (MAR 2005); FAR 52.212-4, Contract Terms and Conditions  Commercial Items (OCT 2003); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items (July 2005), for Paragraph (b) the following clauses apply; (6), (16), (17), (18), (19), (20), (21), (22), (34) for Paragraph (c) the following clauses apply; (1) BASIS FOR AWARD: The Government intends to make an award to the Contractor who submits the lowest, responsive quote, and is deemed acceptable and responsible by the Contra cting Officer. The evaluation factors are price and past performance with both factors being equal. Past performance is substantiated by offeror submitted examples of similar work with points of contact within the last 24 months. The Offerors must submi t their quotes on the full quantity identified. The Contracting Officer reserves the right to make no award under this procedure. Prospective offerors must be registered in the Central Contractor Registration Database. Quotes are due no later tha n 4 January 2008 1:00PM Eastern Time.
