- Description
- The Bay Pines VA Healthcare System is seeking professional Architect/Engineering firms to provide design development drawings, construction documents, project specifications, cost estimates, submittal schedule, and construction period services for Project 516-08-701 at Bay Pines, FL. Project 516-08-701 is for design services for roof replacement and window replacement for buildings 20, 23, 24, 35, 36, and 37 at the Bay Pines VA Healthcare System, Bay Pines, Florida. All designs must be certified by a licensed Engineer. This acquisition is 100% set aside for Veteran Owned Small Business (VOSB) concerns and the award of a firm fixed-price contract for Architect-Engineer is anticipated. The following evaluation criteria will be used during the A/E selection process: 1. Professional qualifications necessary for satisfactory performance of required services. 2. Specialized experience and technical competence in the type of work required. 3. Capacity to perform the work in the required time. 4. Past performance on contracts with government agencies and private industry in terms of cost control, quality or work and compliance with performance schedule. 4. Location in the general geographical area of the project; knowledge of local conditions and codes. Firms will be evaluated by the evaluation board, scored, and ranked according to score. The three most qualified firms will be invited to interview with the selection board, and will again be numerically scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. Due to the need for multiple site visits and coordination on design reviews, consideration is limited to firms with a working office located within a 50 mile radius of Bay Pines, FL. Interested Veteran Owned Small Business (VOSB) firms are invited to submit a Standard Form 330 to: Attn: John Szep, Contract Specialist (90G), VA Medical Center, PO Box 457, Bay Pines, FL 33744 and reference the announcement number and project title listed by 2:00 pm 18 January 2008. The applicable North American Industry Classification System (NAICS) code for this procurement is 541310, and the size standard is $4.5 million. The estimated construction value is between $2,000,000 and $5,000,000 and the performance period is 270 calendar days.
