- Description
- NASA/NSSC has a requirement for a course entitled ?Practical Hydraulic Workshop & Troubleshooting Workshop?. The objective of the training is to teach Glenn Research Center employees about J2-X TVC applications. The course shall include basic fluid power principles & laws, how to read hydraulic schematics, learning the pumps, valves, actuators, contamination control, proactive maintenance and closed-loop hydrostatics. The vendor shall be responsible for providing all training materials to include all required simulator equipment, workbooks, reference materials and supplies. The vendor shall conduct two, 5-day sessions for 12 students each. Training shall be held at NASA?s Glenn Research Center on January 28 ? February 1, 2008 and February 11 ? 15, 2008. NASA/NSSC intends to purchase the training course from Fluid Power Training Institute Inc., 2170 S 3140 W Ste B, Salt Lake City, UT 84119-1263. Pursuant to FAR 13.106, the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1) This is an existing course that needs no modification to the vendor?s current course offering and meets the needs of GRC; 2) The course is needed based on urgency for the end of January and early February; 3) The vendor has extensive experience in delivering "hands-on" workshops for companies throughout the USA and Canada; 4) The vendor?s expertise and many years of hands-on experience provides for cost-effective, timely, specialized training that can not be readily duplicated by any other source within the timelines required. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 3, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
