- NAICS Code: 511120 The Office of Information Analysis and Access (OIAA), Information Access Division (IAD) of the Office of Environmental Information (OEI) intends to award a sole source purchase order to Elsevier Inc. of New York, NY. The estimated Period of Performance for this contract is one year. This purchase order will provide EPA access to over 180,000 on-line scientific journals. Elsevier is the only source that provides full desktop access, search, browse, and viewing of these science journals, which are licensed products of Science Direct. At this time, Science Direct has not released the rights for electronic submission of its journals to any other publisher or distributor. This non-competitive action will be processed in accordance with FAR 6.301-1. IAD plans to issue this requirement as a firm fixed price purchase order utilizing simplified acquisition procedures, which will be awarded to Elsevier, Inc. THIS IS NOT A REQUEST FOR QUOTATIONS. No contracts will be awarded on the basis of offers received in response to this notice. All inquires and concerns must be addressed in writing via email to Donna Blanding at blanding.donna@epa.gov by December 31, 2007. Telephones inquires will not be accepted. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
