Description
The Space and Naval Warfare Systems Command (SPAWARSYSCOM), on behalf of the Program Executive Office (PEO) for Command, Control, Communications, Computers and Intelligence (C4I), Submarine Communications Program Office, PMW-770, intends to issue a sole source RFP, under the authority of 10 U.S.C. 2304 (c) (1) and FAR 6.302-1, to Raytheon Systems Company (RSC) for the production and delivery of up to one-hundred and seven (107) Submarine High Data Rate(SubHDR) Global Broadcast Services (GBS)/Super High Frequency (SHF) modification kits, four (4) SubHDR antenna systems, various SubHDR spare parts, and engineering support services, and the development, production, and delivery of one-hundred and seven (107) Underwater Explosion (UNDEX) modification kits. The contract will include one base year and six one year options; award is anticipated in the third quarter of fiscal year 2008. The modification kits, antennas, and spares will be procured on a firm fixed price basis and the engineering support services will be procured on a cost plus fixed fee basis. The estimated value of the contract if all options are exercised is $77,500,000. The SubHDR antenna system enables commanders to communicate with all capital ships in the Battle Force via a common, flexible communications structure including electronic messaging, full motion video and imagery, and enhanced digital voice. The GBS /SHF modification kits are required to meet full operational specifications for both SHF Tx/Rx (transmit and receive) functionality and to increase the GBS bandwidth to achieve the 1GHz frequency required to operate with the future Wideband Global Satellite (WGS) system. Development of the UNDEX modification kits will add robustness to various and existing system components to meet the SubHDR antenna system requirement for passing Grade A shock testing.
