- Description
- The Government intends to procure a firm fixed price purchase order on a sole source basis with Man Tech Security and Mission Assurance of Falls Church, Virginia, the developer of the current Vulnerability Assessment Base Location Services being used by the Navy Information Operations Command (NIOC), Norfolk, VA. Award of a purchase order will provide a continuation of ongoing technical and analytical updates, maintennace and direct replacement parts/components for existing equipment and further development and refinement of the current security system designed to support NIOC in promoting the activity safety program. The performance period for the resulting purchase order will be from date of award through one year, with a possible two (2) one year option periods, if exercised. The applicable North American Industry Classification System (NAICS) Code is 561499. The statutory authority for pursuing this action on a sole source basis is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. There is only one responsible source that hosts and maintains a network server at remote locations that provides the necessary anonymity mandated to satisfy agency security requirements. The solicitation and any subsequent amendments will only be available by downloading the documents at http://www.neco.navy.mil or http://www.fedbizopps.gov. Potential offerors are hereby notified that the solicitation and any subsequent amendments will only be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting a offer, the contractor will be self certifying that neither the requestor nor the principle corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to so represent may be grounds for refusing to accept the quote. By submission of a quote, the offeror acknowledges that a prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance of the order and through final payment of the purchase order. Failure to register in the CCR may make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. There is no commitment on the part of the Government to award a contract as a result of this notice. The solicitation will be posted on or about 19 December 2007 and close on or about 20 December 2007. Number note 22 applies.
