- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS for this requirement is 541611 and the small business size standard is 6.5m. This solicitation is a 100% small business set aside. Request for quotation to procure the followi ng requirements of: CLIN 0001) Risk Assessment/Mission Analysis of the U.S. Army Test and Evaluation Command (ATEC)s test planning and development process. Documentation deliverables include: Mission diagram of existing test planning and development pro cesses draft 45 days ARO/final 125 ARO, analysis of strengths and weaknesses and draft recommended Mission Diagram to optimize process 145 days ARO, and final recommended Mission Diagram with rationalization of costs, workloads, and staffing required t o achieve recommended process. In addition to fixed price for the effort, offerors will identify 1) data requirements and access requirements, 2) key personnel and qualifications, and 3) description of any software/analytical tools to be utilized. The fo llowing FAR provisions and clauses are associated with this requirement: 52.212-1, Instructions to Offers-Commercial; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items.
