Description
SOURCES SOUGHT SYNOPSIS: The US Army Corps of Engineers (USACE), in support of the Defense Commissary Agency (DeCA), is seeking additional qualified sources for the maintenance and repair of refrigeration and HVAC systems at DeCA commissaries in the continental US (CONUS), Hawaii, Alaska, Puerto Rico and Guam. This notice is an open announcement to pre-qualify for future maintenance solicitations for all commissary facilities operated by DeCA. QUALIFICATION REQUIREMENTS FOR MAINTENANCE AND RE PAIR OF REFRIGERATION AND HVAC SYSTEMS AT DeCA COMMISSARIES IN THE CONTINENTAL US (CONUS), HAWAII, ALASKA, PUERTO RICO, AND GUAM A. To be eligible for award, prospective offerors must be pre-qualified prior to contract award. To pre-qualify, prosp ective offerors must follow the instructions contained herein. Offerors will be required to satisfy all criteria established in the subfactors detailed below. Failure to meet a requirement may result in an offer being ineligible for source qualification for the maintenance and repair of refrigeration and HVAC systems at DeCA commissaries in the continental US (CONUS), Hawaii, Alaska, Puerto Rico and Guam. Specific commissary locations will be identified in subsequent solicitations. A listing of all DeCA commissary facilities can be viewed at http://www.commissaries.com/store_locator.cfm . B. Specific Instructions: TECHNICAL PROPOSAL - Limited to no more than four pages each Subfactor. Pages exceeding the page limitations set forth in th is Section will not be read or evaluated, and will be removed from the proposal. Electronic submissions are acceptable and encouraged. If paper copies are submitted, an original plus one copy is required. (a) Subfactor 1 - Provide your process/p rocedure to identify qualified individual(s) and the process/procedure used to ensure a qualified individual(s) is(are) always on the job during the life of the contract for any and all commissaries as identified in subsequent solicitations. The procedure will include processes to audit and verify the identity and qualifications of key Company officials having a minimum of 5 years experience as a refrigeration repair contractor and company on Refrigeration and Heating, Ventilating and Air Conditioning (HVAC ) systems equal in type and complexity to the commercial supermarket or commissary systems at multiple locations. (b) Subfactor 2  Provide your process/procedure to identify qualified individual(s) and the process/procedure used to ensure a quali fied individual(s) is(are) always on the job during the life of the contract for any and all commissaries as identified in subsequent solicitations. The procedure will include processes to audit and verify the identity and qualifications of at least one r efrigeration mechanic that can meet the 2-hour response time for emergency repairs at each location subsequently identified. The procedure will provide evidence that the refrigeration mechanic is a Company employee or under contract, and has at least 5-ye ars journeyman refrigeration and HVAC experience equal to the type and complexity of commercial supermarket or commissary systems. (c) Subfactor 3  Provide your process/procedure to identify qualified individual(s) and the process/procedure used t o ensure a qualified individual(s) is(are) always on the job during the life of the contract for any and all commissaries as identified in subsequent solicitations. The procedure will include processes to audit and verify that the Contractor has, or shall have, in his employment, a minimum of one person who has received a Field Service Training Certification from Danfoss Controls, (410) 931-8250; and TAC Com-Trol, (815) 637-3810; and CPC, (770) 425-2724, the alarm system manufacturers, on proper installati on and operation of monitoring alarm and/or control system(s). (d) Subfactor 4  Provide your process/procedure to identify qualified individual(s) and the process/procedure used to ensure a qualified individual(s) is(are) always on the job during the life of the contract for any and all commissaries as identified in subsequent solicitations. The procedure will include processes that require submission o f proof that all lead personnel working on equipment under this contract have passed an Environmental Protection Agency (EPA) closed book test appropriate for maintaining equipment typically found in commissary and supermarket systems. C. Format for the pre-qualification submittal shall be as follows: (a) The proposals will be 8 1/2 x 11 paper except for fold-outs used for charts, tables, or diagrams, which may not exceed 11 x 17. (b) A page is defined as one face of a sheet of paper containing information. (c) Typing shall not be less than 12 pitch. (d) Elaborate formats, bindings or color presentations are not desired or required. D.
