- The Air Force Flight Test Center, AFFTC, Edwards Air Force Base, California is posting this Sources Sought Notice for market research purposes only. The purpose of this sources sought notice is to gain knowledge of potential qualified sources. This sources sought notice is not a Request for Proposals (RFP) and is not to be construed as a commitment by the government to issue a solicitation or to ultimately award a contract on the basis of this sources sought notice or otherwise pay for the information solicited. Responses to the sources sought notice will not serve as proposals, bids, or offers which could be accepted by the government to form a binding contract. AFFTC is requesting information from interested parties capable of providing all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to support the operation of Training, Education, and Facility Management functions at the AFFTC. The support will include administering on-site classes, scheduling classrooms and students, publicizing scheduled classes, allocating quotas, processing training requests, and administering personnel attendance at offsite classes. Also: administering and publicizing Distance Learning (DL) satellite and Computer Based Training (CBT) programs, operating the DL satellite receiving station including setup, servicing, and problem resolution. Capability should include managing the on-the-job training (OJT) program as the Base Training Manager and assisting in developing Unit training programs. Responders should be prepared to support resident and non-resident Developmental Education (DE) programs, administratively support selection boards, including assembly of candidate records and preparation of board minutes. Required support includes conducting training requirements analysis and education needs assessment and maintaining and providing data to support planning and evaluation of training and education programs. Responders should address provision of academic, training, and vocational counseling by a professionally qualified counselor and assisting airmen to apply for an Air Force Commission. Support will also include scheduling, planning, and conducting graduation ceremonies. Responders will be expected to address the provision of customer service specifically including: scheduling tests, scheduling counseling appointments, processing Community College of the Air Force (CCAF) documents, processing military Tuition Assistance (TA) requests, updating training and education records using automated databases, enrolling customers in Air Force Institute of Advanced Distributed Learning (AFIADL) courses, responding to educational or training inquiries, in-processing personnel, scheduling personnel for orientation or initial briefings, out-processing personnel ensuring out-processing personnel have no pending transactions, and preparing award nomination packages. Additional support includes receiving, reviewing, and reconciling training and education invoices, providing training and system administration support for automated systems used to track training and education, scheduling, controlling, and administering examinations and providing support for testing services. Also included are administrative support in the areas of marketing, informational briefings, information management, reports, and facility management; administrative support for certification programs, and design and maintenance of training and education web pages. Interested parties shall respond by providing a summary of company information, including organization name, address, and a description of facilities, personnel, and past experience. Responding sources shall also provide a point of contact, phone number, fax number, email address, business size, taxpayer identification number, DUNS number, and CAGE code. All responding sources must submit their response to this Sources Sought Notice no later than 3:00pm, Pacific Standard Time, January 07, 2007 to 95 CONS/PKA. Submit responses by Electronic Mail only. Note: Any information received in response to this sources sought notice is voluntary and becomes the property of the US Government upon receipt. The respondents will not be notified of the results of information gathered in response to this sources sought notice. The Government will not pay for information requested or compensate any respondent for any cost incurred in developing information provided to the Government. The North American Industry Classification System Code NAICS is 611710 and the applicable size standard is $6.5 million.
