Description
The VA Medical Center in Coatesville, PA is seeking professional A/E services for the Environmental Upgrades project. The project will address several environmental remediation actions to bring the medical center into EPA compliance. The project shall include all necessary demolition, mechanical, electrical and architectural modifications for a complete and functional system. The project will consist of the removal of a 100,000 gallon aboveground storage tank (AST) and associated components such as the earth berm/chain link fence/small wooden shed/underground piping from the shed to the AST for the storage of #2 heating oil, which was previously emptied and cleaned in September, 2006. Work includes the removal and replacement of two (2) day tanks at building 1 and 81, the removal/replacement of one (1) 250-275 gallon fuel oil tank at building 63, the removal/replacement of two (2) tanks containing diesel fuel for grounds equipment, and a tank containing kerosene feeding the heater inside the shed. Also, several electrical devices (transformers/switches) require secondary or diversionary dikes constructed to prevent oil leaking from them reaching the adjacent storm water drains. In addition, the replacement/conversion of a fuel pumping station and fuel tank to handle E85 ethanol fuel. A/E Services to include site investigation and verification of as-built drawings, drawings and specifications, cost estimates, construction period services and site visits. A/E will provide 50% design submission, 90% design submission, and 100% final submission. 100 % final submission is due 100 calendar days after the notice to proceed is issued. Design shall be in compliance with the EPA's Spill Control, Countermeasures Plan (SPCC) and EPA regulations. The work shall meet all applicable VA design criteria and construction standards. The A/E firm shall design a more energy efficient, cost saving system that with complies with VA design criteria requirements and will require less maintenance and repair down time. The estimated construction budget is between $250,000 and $500,000. The area of consideration for this acquisition is restricted to firms within 100 mile radius of the VA Medical Center in Coatesville. Interested firms must submit two (2) copies of SF330 with appropriate documentation to the Contracting Officer (542/90C), VAMC, 1400 Blackhorse Hill Rd., Coatesville, PA 19320 by close of business Thursday, January 17, 2008. NAICS 541330 applies. This is not a request for proposals. This procurement is set-aside 100% for small business concerns. The award of this contract is subject to the availability of FY 08 funding.
